March 18, 2002 Page 309 Center" on the Concession/First Aid facility and provide routine maintenance, upkeep, and general cleaning of First Aid Center UPON MOTION of Commissioner Fennel, seconded by Vice Chairman Carruth and unanimously carried, the Board approved the Marketing Partnership Agreement between Cabarrus County, NorthEast Medical Center and Cabarrus Soccer Association for a term of one year and automatic renewal for one-year terms, up to a maximum of ten years. Further, the Board authorized the Chairman to execute the Agreement on behalf of Cabarrus County. Resolution to Name the Southern Portion of the Westside B~ass as George W. Liles Parkway UPON MOTION of Commissioner Fennel, seconded by Vice Chairman Carruth and unanimously carried, the Board adopted the following Resolution. Resolution No. 2002-07 RESOLUTION WHEREAS, the North Carolina Department of Transportation is constructing a thorOughfare traversing through the City of Concord and Cabarrus County currently known as the Westside Bypass; and WHEREAS, the North Carolina Department of Transportation has requested that the County Commissioners and Concord City Council consider naming this portion of roadway in order for a sign to be placed on Interstate 85 upon the completion of the road; and WHEREAS, George W. Liles has served oUr community unselfishly for many years in numerous capacities, including eight years as the Mayor of the City of Concord; and WHEREAS, throughout his years of service, Dr. Liles has worked constantly for the betterment of our community and has demonstrated his love for our citizens by being instrumental in establishing the Community Free Clinic that provides free medical care for those Cabarrus County residents who are unable to afford proper medical assistance; and WHEREAS,' the Concord City Council unanimously approved a resolution on May 29, 2001, requesting that the portion of the Westside Bypass from 1-85 to NC 49 be named ~George W. Liles Parkway" in recognition of Mayor Liles's efforts and accomplishments on behalf of the citizens of this community. NOW, THEREFORE, BE IT RESOLVED, that the Cabarrus County Board of Commissioners concurs with the naming of that portion of the Westside Bypass that passes through the Concord municipal limits and Cabarrus County (I-85 to NC 49), including that section of the project from NC 49 to approximately the mid-point of Stough Road that is still located within the county, as "George W. Bonds, Clerk to the Board Department of Aging FY 2002 Contracts for the Weatherization Assistance Program and the Heating, Air, Repair and Replacement Program and Related Budget Amendment UPON MOTION of Commissioner Fennel, seconded by Vice Chairman Carruth and unanimously carried, the Board approved the FY 2002 contract (CFDA #81.042) for the Weatherization Assistance Program and the Heating, Air Conditioning Repair or Replacement Program between the Cabarrus County Department of Aging and the Salisbury-Rowan Community Service Council; and authorized the Chairman to execute the contract on behalf of Cabarrus County. The total reimbursement from the Council to the Contractor (Department of Aging) for the provision of services, in the Contract shall not exceed $83,722.00. Further, the Board adopted the following budget amendment to adjust the revenues received for the program. BUDGET REVISION/AMENDMENT REQUEST
