March 18, 2002 Page 302 <br /> <br /> WHEREAS, Cabarrus County is part of a larger economic region where <br />growth and development decisions can impact neighboring jurisdictions and the <br />region as a whole, and; <br /> <br /> WHEREAS, Coordination and collaboration among neighboring jurisdictions <br />is essential to preserve and protect the quality of life citizens of Cabarrus <br />County have come to enjoy and expect, and; <br /> <br /> WHEREAS, Well managed growth and development provides for a high <br />standard of living and a low tax burden while still ensuring adequate public <br />services are available to all citizens, and; <br /> <br /> WHEREAS, Collaborative planning efforts such as The Cabarrus South <br />Rowan MPO 2000 community input study, the Livable Community Blueprint, <br />Healthy Cabarrus community needs assessment, and the Envision Cabarrus final <br />report showed citizen concern over population growth, traffic congestion and <br />limited transportation options, preservation of open space and adequate <br />growth management, and; <br /> <br /> WHEREAS, Segregation of land uses, distant employment centers and <br />limited transportation alternatives lead to lengthy home to work commutes <br />that contribute to greater traffic congestion, unhealthy air, increased <br />stress levels and less time spent with family, and; <br /> <br /> WHEREAS, Opportunities for biking, walking and other activities that <br />contribute to a physically active lifestyle have been shown to help prevent <br />obesity, heart disease, diabetes, and various respiratory ailments, <br /> <br />THEREFORE, WE RESOLVE: <br /> <br />1. To encourage comprehensive, mixed use developments that include <br /> integrated residential, commercial and institutional uses, thereby <br /> reducing the need for long automobile commutes and encouraging <br /> bicycle and pedestrian transportation; <br /> <br />2. Promote long-range, realistic planning for all modes of public <br /> transportation; <br /> <br />3. Continue to pursue opportunities to preserve open space for the <br /> purpose of supporting recreational opportunities, new tourism, a <br /> strong agricultural base and the preservation of our county's rural <br /> history and heritage. <br /> <br />4. Ensure adequate protection of our community's precious water <br /> resources by promoting the eventual integration of our water <br /> resources under the Water and Sewer Authority of Cabarrus County; <br /> <br />5. Encourage conservation and recycling education through such <br /> educational institutions as our public and private schools, our <br /> local scouting and cooperative extension services and the various <br /> civic organizations; <br /> <br />6. Encourage the recruitment and retention of "clean" industries and <br /> businesses that help to reduce the levels of industrial pollutants. <br /> <br />7. Freeman, Chairman <br />Cabarrus County Board of <br />Commissioners <br /> <br />OLD BUSINESS <br /> <br />Expo Project Update <br /> <br /> Mr. Mark Chappuis, Expo General Manager, presented an update on recent <br />activities concerning the Expo project. He reported on entertainment that has <br />been booked for the 2002 Fair and the tentative events that are being booked <br /> <br /> <br />
