Bonds, Clerk to the Board <br /> <br />Authorization for the Abandonment of a Portion <br /> <br />(0.21 'Mile) <br /> <br />of SR 1461, <br /> <br />E11enwood Road <br /> <br /> The Board received the written request from James E. Cox, Executor of <br />the Estate of Zula D. Rankin, for the abandonment of 0.21 mile of SR 1461, <br />Ellenwood Road. On August 20, 2001, the Board adopted a Resolution <br />requesting the North Carolina Department of Transportation to consider the <br />abandonment of that portion of the road from the State Secondary Road System. <br />The Board of Transportation approved the abandonment request on November 8, <br />2001. <br /> <br /> UPON MOTION of Vice Chairman Carruth, seconded by Commissioner Fennel <br />and unanimously carried, the Board authorized the abandonment of 0.21 mile of <br />SR 1461, Ellenwood Road. <br /> <br />ITEMS REMOVED F~OM THE CONSENT AGENDA FOR DISCUSSION <br /> <br />2002 Rate Adjustment Request from Time Warner Cab1- <br /> <br /> Mr. John Day, Deputy County Manager for Operations, reviewed Time <br />Warner Cable's rate adjustment request for the year 2002. He advised that <br />CABLTRAC Associates, the County's cable television consultants, has completed <br />its review of the requested rate adjustments for 2002 and found them <br />acceptable under Federal Communications Commission (FCC) guidelines. Based <br />on the findings, FCC regulations necessitate Board approval of the requested <br />adjustments. <br /> <br /> There was brief discussion regarding the cable rates, the FCC <br />guidelines, the appeal to the FCC by Time Warner concerning the 2001 rate <br />adjustment request and the County's role in the rate approval process. <br /> <br /> UPON MOTION of Vice Chairman Carruth, seconded by Commissioner Fennel <br />with Vice Chairman Carruth, Chairman Freeman and Commissioners Fennel and <br />Suggs voting for and Commissioner Privette voting against, the Board approved <br />the following action: (1) Accepted the rate review findings prepared by <br />CABLTRAC Associates; (2) Approved the 2002 Basic Service Tier rate of $6.74 <br />per month; and (3) Approved the 2002 Installation and Equipment rental rates <br />as submitted, including the following: <br /> <br />Installation and Service Calls: <br />New Customer Installations <br /> Unwired Home <br /> Pre-wired Home <br /> Apartment Installation <br /> Additional Unwired Outlet Added During <br /> The Initial Installation <br />Current Customer Installations <br /> Addressable Upgrade (no visit required) <br /> Additional Outlet Installation <br /> Other Services Requiring Trip to Your Home <br />Service Calls <br /> Hourly Service Call Rate <br /> <br />Equipment Rentals and Purchases <br /> Navigator+Digital Set-Top Box <br /> Addressable Converter Box <br /> Universal Remote Control <br /> Navigator on additional outlet <br /> <br />$34.40 <br />$30.10 <br />$17.90 <br />$19.00 each <br /> <br />$ 1.99 <br />$26.15 <br />$20.75 <br /> <br />$35.83 <br /> <br />$ 8.71 per month <br />$ 5.65 each <br />$ .30 each <br />$ 7.71 per month <br /> <br />NEW BUSINESS <br /> <br />HOME Program Public Hearing - 6=30 p.m. <br /> <br /> Ms. Kelly Sifford, Community Development Manager, gave a brief overview <br />of the HOME Program, a home rehabilitation program for low income persons. <br />Cabarrus County is expected to receive approximately $125,352.00 this year <br />for housing rehabilitation activities. <br /> <br /> At 8:15 p.m., Chairman Freeman opened the public hearing on the HOME <br />Program and asked if anyone wished to address the Board regarding the <br /> <br /> <br />
