Resolution No. 2002 - 12 RESOLUTION APPROVING THE ARTICLES OF ASSOCIATION AND AGREEMENT FOR THE CENTRALINA WORKFORCE DEVELOPMENT CONSORTIUM WHEREAS, the counties of Anson, Cabarrus, Iredell, Lincoln, Rowan, Stanly, and Union as independent and contiguous units of general purpose local government do hereby agree to continue as the Centralina Workforce Development Consortium to act jointly as a Workforce Investment Area under the Workforce Investment Act of 1998. WHEREAS, certain technical revisions to the original "Articles of Association" and subsequent amendments, have been made for Program Years 2002 and 2003 and have been executed by the Chairman of this Board on behalf of this county, subject to ratification of such action by this Board. WHEREAS, the "Articles of Association" designates the signatory official for the Consortium and the administrative/fiscal agent to administer the program on behalf of the Consortium, and requests certification of the current Centrallna Workforce Development Board as the local "Workforce Investment Board" as required by the Act; now, therefore it is RESOLVED, that the execution of the aforesaid "Articles of Association and Agreement For The Centralina Workforce Development Consortium" by our Chairman is ratified and adopted by this Board. Bonds Clerk to the Board Approval of Items Associated with School Construction Projects (Sewer Extensions to Harris Road Middle and Cox Mill Elementary, Property Survey for New Elementar~ School Site, Environmental Site Assessment of Central Cabarrus High School Auxiliar~ G~m Site, and Wetland Study for New Bethel Elementar~ School Site) 'UPON MOTION of Vice Chairman Carruth, seconded by Commissioner Fennel and unanimously carried, the Board approved the following items associated with School Construction Projects as requested by the Cabarrus County Board of Education, with the costs for Items 3-5 to be reimbursed to the County when the Certificates of Participation are issued. Items 1 and 2 are currently budgeted. 1) Harris Road Middle sewer extension: Culp Brothers, Inc. $115,796.00 2) Cox Mill Elementary sewer extension: Allied Grading $137,860.00 3) Survey for future elementary site: Concord Engineering $3,275.00 4) Phase II Auxiliary Gym @ CCHS: Qore Property Sciences $3,760.00 5) New Bethel Site, Wetland Study: BLUE (Environmental) $1,950.00 Sale of Property on Edwards Street by the Cabarrus County Board of Education to Habitat for Humanity (Waive Right of First Refusal) The Board received the request from Dr. Harold Winkler, Cabarrus County School Superintendent, for the Cabarrus County Board of Education to sell property on Edwards Street to Habitat for Humanity at a price of $1.00. Habitat would be responsible for surveying and all associated legal fees.
