May 20, 2002 Page 359 <br /> <br />Voices and Choices Progress Report <br /> <br /> Ms. Lisa Renstrom, Board member of Voices and Choices of the Central <br />Carolinas, gave an update on that organization's continuing work on ensuring <br />economic and environmental sustainability in the Carolinas. She presented <br />the organization's new Vision Map showing open space assets in the area and <br />addressed the need to preserve those open spaces. <br /> <br /> Mr. Ralph Tharp, President of Voices and Choices, responded to <br />questions by the Board regarding the preservation and protection of open <br />space areas. <br /> <br />Revised Northwest District Water and Sewer Fee Policy - Jonathan Marshall, <br />Planning Director <br /> <br /> Mr. Jonathan Marshall, Planning Services Director, requested that the <br />Board amend the water and sewer charges for the Northwest District to <br />eliminate the acreage charge. He indicated that the charge for each <br />connection based on the meter size would be fairer to both business and <br />residential customers. <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Vice Chairman Carruth <br />with Commissioners Fennel and Privette, Vice Chairman Carruth and Chairman <br />Freeman voting for and Commissioner Suggs voting against, the Board adopted <br />the following Resolution: <br /> Resolution No. 2002-20 <br /> CABARRUS COUNTY <br /> WATER AND SEWER CHARGES FOR THE <br /> NORTHWEST DISTRICT AND SOUTHWEST DISTRICT <br /> <br /> WHEREAS, the County of Cabarrus desires to plan for growth and to <br />facilitate such growth through the provision of water and sewer service. The <br />Northwest District shall include the land bounded by Interstate 85 beginning <br />at the Mecklenburg County line and east along 1-85 to Highway 73 interchange <br />as the South Boundary; and west along Highway 73 and including lands fronting <br />both sides of Highway 73 to Odell School Road and north on Odell School Road <br />to Mooresville. Road (NC 136) and north on Mooresville Road (NC 136) to the <br />Iredell County line as the East Boundary; west along the Iredell County line <br />to the Mecklenburg County line as the North Boundary; and south along the <br />Mecklenburg County line to Interstate 1-85 as the West Boundary; and <br /> <br /> WHEREAS, the County of Cabarrus requires a recapture, plan from <br />connection to the water and sewer lines; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED, by the Board of County Commissioners of <br />the County of Cabarrus, that: <br /> <br /> Section 1: Future users connecting to the lines within the Northwest <br />District Who have not participated financially in the construction of <br />extensions shall be required to pay an assessment fee for each line <br />connection as follows: <br /> <br />Water Meter Size <br />~" service meter $500.00 <br />1" service meter --- $500.00 <br />2" service meter --- $1,000.00 <br />4" service meter --- $1,000.00 <br />6" service meter $2,000.00 <br />Fire Line .......... $1,000.00 <br />Sewer Connections -- $500.00 per lot. <br /> <br />This fee is in addition to normal fees charged by the City of Concord, the <br />City of Kannapolis and the Water and Sewer Authority of Cabarrus County and <br />shall be paid to Cabarrus County in full prior to obtaining building permits. <br />The fee will be reviewed from time to time as appropriate. The County shall <br />retain a one and one-half percent (1~%) collection fee. <br /> <br /> Section 2: The assessment fee required in Section 1 shall not be <br />imposed on any business that is owned by low-and-moderate income person, any <br />business whose employees total at least 51% low-and-moderate income persons, <br />or any residence that is owned and occupied by low-and-moderate income <br />persons. <br /> <br /> Section 3: In the event a person who owns acreage with a home wants to <br />connect to the lines the assessment fee will be $500.00 for the home only. <br /> <br /> <br />
