The Public Hearing Notice was advertised in THE <br />INDEPENDENT TRIBUNE on July 11, 2002. <br /> <br /> There was no one present to address the Board, and Chairman Freeman <br />closed the public hearing at 7:09 p.m. <br /> <br />(F-4) Contracts for School Construction Pro~ects as Approved by the Cabarrus <br />County Board of Education <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Vice Chairman Carruth <br />and unanimously carried, the Board approved the contracts by the Cabarrus <br />County Board of Education for the construction of five instructional gyms and <br />the design/build for the new school administrative facility. The contract <br />for the construction of the five auxiliary gyms was with R. J. Fisher <br />Construction, Inc., in the amount of $2,180,850.00. The contract for the <br />design/build of the Administration/Maintenance Facility on Old Airport Road <br />was with SC Hondros, Inc. at a total cost of $4 million, including the <br />following allowances as listed in a Memorandum dated July 17, 2002 from Joe <br />Sides, Construction Manager for the Cabarrus County Schools: (1) Capital <br />Recovery Fee - $11,500.00; (2) Water tap fee $3,500.00; (3) Fire line tap <br />fee - $8,000.00; (4) Site work - $460,000.00; (5) ~rick - $250.00 per <br />thousand; (6) Shelving - $9,000.00; (7) Carpet $15.00 per square yard; (8) <br />Tile - $10.00 per square foot; (9) Data & Communications - $180,000.00; and <br />(10) Contingency - $76,000.00. <br /> <br />(F-5) Consideration of Resolution Authorizin~ Participation in th- <br />Comprehensive Economic Development Strate~ (CEDS) and Designation of Voting <br />Member and Ex-Officio Member to the CEDS Committee <br /> <br /> The Board received a letter from James Dougherty, Chief Planner with <br />the North Carolina Department of Commerce, concerning Cabarrus County's <br />participation in the development of a Comprehensive Economic Development <br />Strategy (CEDS) for the counties in the 8tn Congressional District. A CEDS <br />Committee will be established with members from the counties of A=nson, <br />Cabarrus, Cumberland, Hoke, Montgomery, Richmond, Robeson, Scotland, Stanly <br />and Union. The CEDS will allow the counties to pursue federal implementation <br />grants to help address identified infrastructure deficiencies, etc. The <br />ultimate goal is to attract more capital investment for the region to create <br />more jobs and opportunities. An Economic Development Administration grant <br />will provide funding for the CEDS. <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Vice Chairman Carruth <br />and unanimously carried, the Board adopted the following Resolution. <br /> <br /> Resolution No. 2002-25 <br /> RESOLUTION <br /> AUTHORIZING PARTICIPATION <br />IN THE COMPREHENSIVE ECONOMIC DEVELOPMENT STRATEGY (CEDS) <br /> <br />The Cabarrus County Board of Commissioners hereby resolves to participate in <br />the Comprehensive Economic Development Strategy (CEDS). It hereby authorizes <br />the following appointments to the Committee: <br /> <br />Commissioner Arne Fennel is appointed the official voting member. <br /> <br />County Manager Frank Clifton is appointed as a non-voting ex-offico <br />Member. <br /> <br />Authorized in the County of Cabarrus, North Carolina, the 22nd day of July, <br />2002. <br /> /s/ Robert M.
