July 22, 2002 Page 415 <br /> <br /> The Harrisburg Town Council and the Harrisburg Fire Department Board of <br />Directors have appointed representatives to a study group to discuss long <br />term options related to fire services in the Harrisburg area. The County has <br />been asked to name representatives to the committee. <br /> <br /> UPON MOTION of Chairman Freeman, seconded by Commissioner Fennel and <br />unanimously carried, the Board appointed Vice Chairman Carruth, Commissioner <br />Suggs, Mike Downs (Public Safety Services Director), Sheriff Brad Riley and <br />the County Manager to the Harrisburg Fire and Rescue Study Committee to look <br />at future opportunities associated with the provision of fire services in the <br />Town of Harrisburg and surrounding area. <br /> <br />(F-7) Designation of Voting Delegate to the Annual Conference of the North <br />Carolina Association of ~ounty.Commissioners <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Chairman Freeman and <br />unanimously carried, the Board named Commissioner Prlvette as the voting <br />delegate to the Annual Conference of the North Carolina Association of County <br />Commissioners (NCACC) to be held on August 22 - 25, 2002 in Winston-Salem. <br /> <br /> Commissioner Fennel gave a brief report on his attendance at the recent <br />Annual Conference of the National Association of Counties (NACo) in New <br />Orleans. He expressed disappointment with the NCACC and stated it is not <br />representing all counties in the state. Further, he commented on the <br />withholding of State reimbursement revenue and objected to the Association's <br />involvement in the proposal for counties to increase the sales tax on the <br />local level. <br /> <br />APPOINTMENTS TO BOARDS AND COMMITTEES <br /> <br />(~-1) Centralina Workforce Development Board <br /> <br /> The term of appointment for Mark Whitley as the private sector <br />representative on the Centralina Workforce Development Board (WDB) ended on' <br />June 30. Mr. Whitley had served on the WDB since July 1996. There were no <br />other applications for consideration. <br /> <br /> There was discussion about Mr. Whitley's participation on the <br />Centralina WDB, including his service and his leadership as Chairman of the <br />Board. <br /> <br /> UPON MOTION of Chairman Freeman, seconded by Commissioner Fennel and <br />unanimously carried, the Board approved an exception to the County's <br />Appointment Policy that limited membership to six consecutive years of <br />service and reappointed Mark Whitley as a private sector member on the <br />Centralina Workforce Development Board for a term of two years ending June <br />30, 2004. <br /> <br />(G-2) Region F Aging Advisory Committee (Alternate Member) <br /> <br /> There were no applications for the alternate member position on the <br />Region F Aging Advisory Committee. The Board deferred the appointment until <br />a later date. <br /> <br />(G-3) Industrial Facilities and Pollution Control Financing Authority <br /> <br /> There were no applications for the vacancy on the Industrial Facilities <br />and Pollution Control Financing Authority. The Board deferred the appointment <br />until a later date. <br /> <br />(H) INFORMAL PUBLIC COMMENTS <br /> <br /> Chairman Freeman opened the .meeting for Informal Public Comments at <br />7:30 p.m. There was no one present to address the Board, and Chairman <br />Freeman closed that portion of the meeting. <br /> <br />(I) COMMISSIONERS DISCUSSION & RESPONSE TO INFORMAL PUBLIC COMMENTS <br /> <br /> Vice Chairman Carruth thanked the Cabarrus Board of Education for the <br />recent cuts made to the Schools budget. He expressed concerns about the <br />State budget process and the problems that the withholding of State <br />reimbursement revenue has created in Cabarrus County and throughout North <br />Carolina. <br /> <br /> <br />
