October 21, 2002 Page 453 <br /> <br /> .The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Monday, October 21, 2002, <br />at 6:30 p.m. <br /> <br />Present - Chairman: Robert M. Freeman <br /> Vice Chairman: Robert W. Carruth <br /> Commissioners: Arne L. Fennel <br /> Coy C. Privette <br /> Richard D. Suggs <br /> <br /> Also present were Mr. Frank W. Clifton, Jr., County Manager; Mr. <br />Fletcher L. Hartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk <br />to the Board. <br /> <br />Chairman Freeman called the meeting to order at 6:30 p.m. <br /> <br /> Girl Scout Senior Troop 2810 of Forest Hill United Methodist Church <br />conducted the Flag Ceremony. Scouts participating in the ceremony were Kayla <br />Garcia, Collette Kinane, Christina McAdams, Patricia Nickols and Elizabeth <br />Price. <br /> <br /> Reverend Stanley W. Spence of Kerr Memorial Baptist Church delivered <br />the invocation. <br /> <br />(A) Approval or Correction of Minutes <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Vice Chairman Carruth <br />and unanimously carried, the Board approved the minutes of Septe~er 16, <br />2002, as written. <br /> <br />(B) Approval of the Agenda <br /> <br /> Chairman Freeman asked that a rePort from Representative Jeff Barnhart <br />concerning the last session of the General Assembly be added as the first <br />item under New Business. <br /> <br /> Commissioner Fennel asked that the Economic Development Corporation <br />Board of Directors be added as Item No. 3 under "Appointments to Boards and <br />Committees." <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner Fennel <br />and unanimously carried, the Board approved the Agenda with the requested <br />additions. <br /> <br />(C) RECOGNITIONS AND PRESENTATIONS <br /> <br />(C-1) Proclamation Honoring Lara Cabaniss on Receiving the Milken Family <br />Foundation National Educator Award <br /> <br /> On behalf of the Board of Commissioners, Commissioner Privette <br />presented the following Proclamation to Lara Cabaniss. <br /> <br />PROCLAM3~TION HONORING <br />LARA CABANISS <br /> <br /> WHEREAS, Lara Cabaniss has been employed with the Kannapolis City <br />Schools for six years, beginning as a teacher at Fred L. Wilson Elementary <br />School and since July 1998 serving as the School's Curriculum Coordinator; <br />and <br /> <br /> WHEREAS, a~ a special ceremony at Fred L. Wilson on October 8, 2002, <br />State School Superintendent Mike Ward announced that Lara Cabaniss had been <br />selected to receive the prestigious Milken Family Foundation National <br />Educator Award, which Teacher Magazine calls the "Oscar of Teaching"; and <br /> <br /> WHEREAS, Lara Cabaniss is an outstanding educator whose knowledge and <br />hard work were instrumental in the dramatic improvements in student <br />achievement at Fred L. Wilson in recent years; and <br /> <br /> WHEREAS, Mrs. Cabaniss works not only with the children and the <br />teachers at school but extends her service out in the community, operating a <br /> <br /> <br />
