October 21, 2002 Page 468 <br /> <br /> Commissioner Suggs questioned the delay by Harrisburg Fire and Rescue <br />in presenting the proposal to provide the non-emergency transport service. <br /> <br /> Mr. Bobby Greene of Harrisburg Fire and Rescue stated the proposed new <br />contract calls for Cabarrus County to do the billing and administration, thus <br />cutting the department's cost in half. He stated the proposed contract with <br />Harrisburg Fire and Rescue at the $103.00 per call charge would increase the <br />amount of potential revenue to Cabarrus County. <br /> <br /> Mr. Darryl Brooks of Mid-State Transport commented on his 15 years of <br />experience in the ambulance business, including ~10 years of providing non- <br />emergency transports in Cabarrus County with Char-Meck Ambulance Service. <br />He also cited his company's successful operation of the Cabarrus County <br />Transportation System (CCTS). <br /> <br /> There was no one ~lse present to address the Board, and Chairman <br />Freeman closed the public hearing at 10:20 p.m. <br /> <br /> Mr. James Sasser, Transportation Planner, reviewed the proposed <br />addendum to the current transportation contract to allow Mid-State to provide <br />wheelchair/geri-chair/ambulatory transports as a part of the County's van <br />transportation system. The cost would be $35.00 each way for the transports. <br /> <br /> Chairman Freeman left the meeting for a short time. Vice Chairman <br />Carruth presided in his absence. <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Privette <br />and unanimously carried, the Board approved the "Interim Agreement for <br />Provision of Non-Emergency Transportation Services" between Cabarrus County <br />a~d Mid-State Transport, Inc. for each transport at a base rate of $105.00 <br />and $2.75 for each documented loaded mile; and approved the "Addendum" to the <br />current contract between Cabarrus County and the CCTS System and Mid-State <br />Transport, Inc. for wheelchair/geri-chair/ambulatory services at a cost of <br />$35.00 per trip and $1.00 per mile surcharge for out-of-county transports. <br />Further, the Board authorized the County Manager to execute the Interim <br />Agreement and the Addendum on behalf of Cabarrus County. <br /> <br /> Chairman Freeman returned and presided over the remainder of the <br />meeting. <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Vice Chairman <br />Carruth and unanimously carried, the Board adopted on first reading the <br />following Resolution and Ordinance along with an ~'Agreement for Franchise of <br />Transportation Services for Cabarrus County Non-Emergency Transportation <br />Services." <br /> Resolution No. 2002-37 <br /> Ordinance No. 2002-07 <br /> <br /> RESOLUTION AND ORDINANCE <br /> GRANTING A NON-EXCLUSIVE FRANCHISE TO <br /> MID-STATE TRANSPORT, INC., <br /> FOR THE OPERATION AND REGULATION OF A <br /> NON-EMERGENCY AMBULANCE SERVICE <br />WITHIN CABARRUS COUNTY, NORTH CAROLINA, <br />PURSUANT TO THE TERMS OF THAT CERTAIN ORDINANCE <br />ADOPTED SEPTEMBER 4, 1990, AND CONSTITUTING <br /> THE FRANCHISE AGREEMENT REFERRED TO THEREIN <br /> <br />WHEREAS, on September 4, 1990, the Board of Commissioners of Cabarrus County <br />(the "County") adopted an Ambulance Franchise Ordinance providing for the <br />grant of franchises for the operation and regulation of non-emergency <br />ambulance service in Cabarrus County, North Carolina (the "Ordinance"); and <br /> <br />WHEREAS, Mid-State Transport, Inc., has submitted its "Proposal for Cabarrus <br />County" dated September 13, 2002 (the "Proposal"), to the County to operate <br />a non-emergency ambulance service in Cabarrus County; and <br /> <br />WHEREAS, the County desires to approve and enter into this Resolution and <br />Ordinance and Franchise Agreement (the "Resolution and Franchise Agreement"-), <br />granting a franchise to Mid-State Transport. <br /> <br />NOW, THEREFORE, BE IT HEREB~ RESOLVED AND ORDAINED BY THE BOARD OF <br />COMMISSIONERS OF CABARRUS COUNTY, NORTH CA/~OLINA: <br /> <br /> <br />
