October 21, 2002 Page 472 <br /> <br /> Mr. Dan Johnson of Craft Homes stated the single family homes would <br />start in the $120,000.00's and go to the $160,000.00 price range. He <br />reviewed the plans to increase the number of lots to 320 and to put in a park <br />within the subdivision. Also, Mr. Johnson confirmed the offer of $500.00 per <br />lot to address school adequacy issues. <br /> <br /> There was discussion regarding the proposed density, the price range of <br />the homes and the cost of public services that will be provided. <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Vice Chairman Carruth <br />and unanimously carried, the Board deferred consideration of the Highland <br />Hills Subdivision until the next meeting and asked that the developer meet <br />with staff for further discussion about the proposed subdivision. <br /> <br />(F-7) Resolution of Support for the NC 73 Transportation/Land Use Study <br /> <br /> Mr. Jonathan Marshall, Planning Services Director, presented <br />information concerning the proposed coordinated land use/transportation study <br />for NC 73. A scope of work has been finalized and the North Carolina Board <br />of Transportation plans to consider the project at its meeting in early <br />November. <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Privette <br />and unanimously carried, the Board adopted the following ResOlution. <br /> <br /> Resolution No. 2002-34 <br /> <br /> RESOLUTION OF SUPPORT FOR THE NC 73 TRANSPORTATION/LAND USE STUDY <br /> <br /> WHEREAS, NC 73 i s a maj or thoroughfare that connects Lincoln, <br />Mecklenburg, and Cabarrus Counties; and <br /> <br /> WHEREAS, NC 73 is a vital connector for local residential, commercial <br />and industrial development; and <br /> <br /> WHEREAS, that portion of NC 73 between NC 27 and 1-85.traverses through <br />eight local jurisdictions (Lincoln County, Mecklenburg County, Cabarrus <br />County, Huntersville, Cornelius, Davidson, Kannapolis and Concord), all of <br />which are experiencing significant amounts of population and traffic growth; <br />and <br /> <br /> WHEREAS, there is a need to correlate land use and transportation <br />decisions at the local, state and regional levels and to develop a consensus <br />on multi-modal TIP improvements along the Corridor; and <br /> <br /> WHEREAS, a NC 73 Corridor Transportation/Land Use Study is viewed as <br />the most efficient means of addressing these issues and developing this <br />consensus; and <br /> <br /> WHEREAS, the development approval for the Moss Creek includes a $50,000 <br />contribution to this study and the development approval for Cabarrus Crossing <br />includes a $35 per lot contribution, for a total of $10,465, to this study; <br /> <br />NOW, THEREFORE, BE IT RESOLVED, that the Board of Commissioners of <br />Cabarrus County does hereby pledge an amount of ten thousand dollars <br />($10,000) towards the NC 73 Transportation/Land Use Study. Freeman <br /> <br />Chief Elected Official <br /> <br />(F-8) Cabarrus County Work First Block Grant Plan for FY 2003-05 - Jim Cook <br /> <br /> Mr. Jim Cook, Social Services Director, presented a brief overview of <br />the proposed Cabarrus County Work First Block Grant Plan for FY 2003-05. He <br />explained that counties are 'required to update the Plan every two years. <br />Also, Mr. Cook stated the proposed Plan had been posted for public input and <br />that no input was received. He explained the emphasis of the proposed County <br />Plan is to help families become self-supporting. <br /> <br /> <br />
