October 21, 2002 Page 473 <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Vice Chairman Carruth <br />and unanimously carried, the Board approved the Cabarrus County Work First <br />Block Grant Plan for FY 2003-05 as submitted by the Department of Social <br />Services and authorized the Chairman to execute the approval on behalf of <br />Cabarrus County. <br /> <br />(F-9) Amendment to Chapter 10 (Animals) of the Cabarrus County Code of <br />Ordinances - Commissioner Privette <br /> <br /> Commissioner Privette introduced the proposal to amend the Animal <br />Control Ordinance to prohibit the sale of animals for research. He stated <br />this issue had arisen during the campaign for Sheriff. <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Vice Chairman Carruth <br />and unanimously carried, the Board adopted the following Ordinance amending <br />Chapter 10 (Animals) of the Cabarrus County Code of Ordinances. <br /> <br />Ordinance No. 2002-06 <br /> <br />BE IT ORDAINED that Chapter 10 of the Cabarrus County North Carolina Code of <br />Ordinances is amended as follows: <br /> <br />Add the following: <br />Sec. 10-11. Sale and Adoption <br />Notwithstanding any other provision of this chapter, impounded animals shall <br />not be sold to or adopted by anyone who intends to use them or sell them for <br />research, experimentation or vivisection <br /> <br />Sec. 10-123. Redemption by owner generally. <br /> <br />Strike the last sentence as indicated: <br />(a) If an impounded animal is not redeemed by the owner within the period <br />prescribed in section 10-122, it may be destroyed in a humane manner or shall <br />become the property of the animal shelters and offered for adoption to any <br />responsible adult who is willing to comply with this chapter. It is <br />recommended that cylinder carbon monoxide gas rather than engine-produced <br />carbon monoxide gas be used in the destruction of unclaimed animals. Such <br />animal may be adopted or purchased by the first such person who pays the <br />adoption or purchase fee and rabies vaccination fee. Bonds <br />Clerk to the Board <br /> <br />APPOINTMENTS TO BOARDS AND COMMITTEES <br /> <br />(G-l) Nursing Home Community Advisor~ Committee <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner Fennel <br />and unanimously carried, the Board reappointed Marie Pless to the Nursing <br />Home Community Advisory Committee for a term of three years ending October <br />31, 2005. Further, the Board acknowledged an exemption to the County's <br />Appointment Policy (length of service) due to the shortage of persons willing <br />to serve on the advisory committee. <br /> <br />(G-2) Librar~ Board of Trustees <br /> <br /> The term of appointment for Miriam Friday (Kannapolis) on the Library <br />Board of Trustees ended on July 31, 2002. Ms. Friday had served six <br />consecutive years as a member of the Board of Trustees. Also, the position <br />that was previously held by Linda Tanenbaum (Concord) is vacant. The <br />Harrisburg Town Council has appointed Lucille Metts to the Harrisburg <br />position that was previously held by Martin Efird. This appointment was made <br />in accordance with the Library Agreement between the Town and Cabarrus County <br />that states the "Town shall have the right to select one resident to serve on <br />the County's Library Board of Trustees." <br /> <br /> <br />
