December 16, 2002 Page 499 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Monday, December 16, 2002, <br />at 6:30 p.m. <br /> <br />Present - Chairman: Robert M. Freeman <br /> Vice Chairman: Richard D. Suggs <br /> Commissioners: Carolyn B. Carpenter <br /> Robert W. Carruth <br /> Coy C. Privette <br /> <br /> Also present were Mr. Frank W. Clifton, Jr., County Manager; Mr. <br />Fletcher L. Hartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk <br />to the Board. <br /> <br />Chairman Freeman called the meeting to order at 6:30 p.m. <br /> <br /> Scoutmaster Bob Klimas and Scout Bobby Klimas of Boy Scout Troop 38 of <br />Poplar Tent Presbyterian Church conducted the Flag Ceremony. <br /> <br /> Reverend Bill Cranfield of Friendship United Methodist Church gave the <br />invocation. <br /> <br />(A) APPROVAL OR CORRECTION OF MINUTES <br /> <br /> UPON MOTION of Commissioner Carruth, seconded by Vice Chairman Suggs <br />and unanimously carried, the Board approved the minutes of December 2, 2002 <br />as written. <br /> <br />(B) APPROVAL OF THE AGENDA <br /> <br /> County Attorney Hartsell asked that a Closed Session concerning pending <br />litigation (Board of Education versus Provident and Benton) be added to the <br />Agenda and that the Board invite Liz Poole, Vice Chair of the Cabarrus County <br />Board of Education, to participate in the Closed Session. <br /> <br /> UPON MOTION of Vice Chairman Suggs, seconded by Commissioner Privette <br />and unanimously carried, the Board approved the Agenda with the addition of <br />the Closed Session as requested by County Attorney Hartsell. <br /> <br />(C) RECOGNITIONS AND PRESENTATIONS <br /> <br /> Chairman Freeman thanked all individuals and organizations that worked <br />during the recent ice storm to assist their "fellow neighbor" in Cabarrus <br />County. He paid special recognition to the following for their work: <br />American Red Cross and its volunteers; Covenant Church of Harrisburg <br />(shelter); First Assembly (shelter); Pillowtex (donated towels and wash <br />cloths for those in shelters); American Home Patient, Inc. (donated hospital <br />beds for shelters); Harrisburg Volunteer Fire and Rescue; Mt. Pleasant <br />Volunteer Fire and Rescue; Midland Volunteer Fire Department; Cabarrus County <br />Schools; Kannapolis City Schools; City of Kannapolis; City of Concord; North <br />Carolina Highway Patrol; Town of Harrisburg; Town of Mt. Pleasant; Town of <br />Midland; North Carolina Emergency Management; Mid-State Transport, Inc.; <br />Cabarrus Health Alliance; Cabarrus County Public Safety Services; Board of <br />Commissioners; Planning Services; Transportation; General Services; Sheriff's <br />Department; Social Services; County Manager's Office; Solid Waste; and <br />Building Inspections. <br /> <br /> Board members expressed their appreciation to County staff as well as <br />other persons and organizations that assisted during the ice storm. They <br />praised those staff members who had worked in the Emergency Operations <br />Center. <br /> <br />(D) OLD BUSINESS <br /> There were no items of discussion under ~Old Business." <br /> <br />(E) CONSENT AGENDA <br /> <br />(E-l) Authorize Purchase of Police Interceptor Vehicles from Hilbish Motor <br />Company per Bids Received November 13, 2002 <br /> <br /> <br />
