December 16, 2002 Page 511 <br /> <br />(F-7) Cable Television Rate Review Findings - Approval of Time Warner Cable's <br />Proposed Basic Rate of $6.78 per Month <br /> <br /> Mr. John Day, Deputy County Manager for Operations, reported that Time <br />Warner Cable has proposed a Basic Service rate of $6.78 for 2003, an increase <br />of $0.04 over 2002. He explained that the Federal Communications Commission <br />(FCC) regulates cable rates and that Cabarrus County, as a franchising <br />authority, is required to approve increases if they comply with FCC <br />guidelines. Mr. Day recommended approval of the proposed rate by Time <br />Warner, stating that the County's cable consultant, CABLTRAC Associates, <br />found the rate to fall within FCC guidelines. A notice of the proposed rate <br />increase was published in THE CHARLOTTE OBSERVER, Cabarrus Neighbors, on <br />November 10, 2002. No public comment was received during the comment period. <br />Finally, Mr. Day introduced Sue Breckenridge (Vice President of Public <br />Affairs of Time Warner Cable, Charlotte Division) who was present for the <br />meeting. <br /> <br /> UPON MOTION of Commissioner Carruth, seconded by Vice Chairman Suggs <br />with Commissioner Carruth, Vice Chairman Suggs and Chairman Freeman voting <br />for and Commissioners Privette and Carpenter voting against, the Board <br />approved Time Warner Cable's proposed Basic Service Rate of $6.78 per month <br />for 2003, an increase of four cents (4¢) over 2002. <br /> <br />(F-8) Finance Department Restructurin~ <br /> <br /> Mr. Don Cummings, Human Resources Director, reviewed the proposed <br />restructuring of the Finance staffing to be effective February 1, 2003, upon <br />the retirement of Blair Bennett, Deputy County Manager. The restructuring <br />included the following: <br /> <br /> Change New Salaries <br />Eliminate Deputy County Manager's Position $(115,955.18) $ -0- <br />Promote pam Dubois, Assistant Finance 3,483.99 72,914.99 <br />Director, to Finance Director <br />(Salary Grade 82) (5% increase) <br />Promote Susan Fearrington, Accounting 2,646.93 55,743.88 <br />Operations Supervisor, to Assistant Finance <br />Director (5% increase) <br />Promote Sheliey Farris, Accountant, to 2,013.49 42,418.75 <br />Accounting Operations Supervisor and <br />Eliminate Position of Accountant (5% <br />increase) <br />Add Temporary Accounting Technician (62/1) 12,160.04 12,160.04 <br />at 50% (This is a salary saving only, no <br />benefits <br />presented) <br />TOTAL REDUCTION $(95,650.73) <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner Carruth <br />and unanimously carried, the Board approved the restructuring proposal for <br />the Finance Department as submitted with the effective date of February 1, <br />2003. The Proposal included the reclassification of Deputy County Manager for <br />Administration (Grade 85) to Finance Director (Grade 82), the elimination of <br />the Accountant (Grade 70) position, and the addition of a temporary <br />Accounting Technician (Grade 62) position. Further, the Board expressed <br />appreciation to Blair Bennett for the training of his staff to move into <br />these places of responsibility, stating it showed a sign of good leadership. <br /> <br />(F-9) Designation of Voting Delegate to the N. C. Association of County <br />Commissioners Legislative Goals Conference <br /> <br /> UPON MOTION of Chairman Freeman, seconded by Commissioner Carruth and <br />unanimously carried, the Board designated Commissioner Privette as the voting <br />delegate to the 2003 Legislative Goals Conference of the North Carolina <br />Association of County Commissioners to be held on January 16-17, 2003 at the <br />Sheraton Imperial Hotel and Convention Center at Research Triangle Park. <br /> <br />(F-10) Award of Landscape Bid for the Cabarrus Arena and Events Center <br /> <br /> Mr. Rodger Lentz, Planning Manager, presented the following bids that <br />were received on December 11, 2002 for landscaping at the Expo Center. The <br />"Formal Invitation to Bid" was published in THE CHARLOTTE OBSERVER on <br />November 24, 2002. <br /> <br /> <br />
