Freeman

Chairman, Board of County Commissioners

(F-2) Proposed Amendment to Chapter 34, Fire Prevention and Protection, of
the Code of Ordinances

Mr. Mike Downs, Public Safety Services Director, presented the proposed
Fire Prevention and Protection Ordinance amendment relative to annual
contributions to local fire departments. In 1985 the County began allocating
$3,000.00 annually to each fire department and charged five percent (5%) to
collect the department's fire tax. Several years ago the County reduced the
collection fee to one and one-half percent (1~%) in exchange for phasing out
the County's annual cash contribution to the departments. The annual
contribution has been phased out to all but the following five fire
departments that received funding in FY 2003: Georgeville - $426.00; Rimer
$831.00; Jackson Park - $995.00; North East - $1,487.00 and Mt. Mitchell
$1,857.00. Beginning July 1, 2003, each fire department will be funded by
its fire district tax revenue and will also participate in the County's sales
tax revenue.

There was discussion regarding the impact that the elimination of
annual contribution would have on the five fire departments that received
funds in FY 2003. Commissioner Carpenter asked Mr. Downs to notify those
departments and to get input as to how this proposed action would impact
their operation.

UPON MOTION of Commissioner Carruth, seconded by Commissioner Privette
with Commissioners Carruth and Privette, Chairman Freeman and Vice Chairman
Suggs voting for and Commissioner Carpenter voting against, the Board adopted
the following Ordinance on first reading.
Ordinance No. 2002-09
ORDINANCE AMENDING CHAPTER 34
(FIRE PREVENTION AiVD PROTECTION)
OF THE
CABARRUS COUNTY CODE OF ORDINANCES

BE IT ORDAINED by the Cabarrus County Board of Commissioners that Chapter 34,
Section 26, 27 and 30, Fire Prevention and Protection, of the Code of
Ordinances, Cabarrus County, North Carolina, is hereby amended to read as
follows:

ARTICLE I.
