<br />(F-l) Resolution to Approve the Local Business Plan for Piedmont Behavioral
<br />Healthcare
<br />
<br /> Commissioner Carruth (County Commissioner member of the Piedmont Area
<br />Mental Health, Developmental Disabilities and Substance Abuse Authority)
<br />presented a summary of the Local Business Plan that had been developed by
<br />Piedmont Behavioral Healthcare. The Plan provides information as to how
<br />mental health services will be provided in the counties of Cabarrus, Rowan,
<br />Stanly and Union. The goal of the Plan is to transform Piedmont Behavioral
<br />Healthcare from a provider of mental health services to a local management
<br />entity.

<br /> UPON MOTION of Commissioner Carruth, seconded by Commissioner Privette
<br />and unanimously carried, the Board adopted the following Resolution.

<br /> Resolution to Approve
<br />The Local Business Plan for Piedmont Area Mental Health, Developmental
<br />Disabilities and Substance Abuse Authority DBA Piedmont Behavioral Healthcare
<br />
<br /> WHEREAS, the Board of County Commissioners of Cabarrus County, the
<br />Board of County Commissioners of Stanly County, and the Board of County
<br />Commissioners of Union County by Joint Resolution dated April 1, 1974,
<br />established Piedmont Area Mental Health Program; and
<br />
<br /> WHEREAS, the Board of County Commissioners of Cabarrus County, the
<br />Board of County Commissioners of Stanly County, and the Board of County
<br />Commissioners of Union County by Joint Resolution dated March 31, 1981,
<br />modified their Joint Resolution dated April 1, 1974, by naming the entity
<br />"Piedmont Area Mental Health, Mental Retardation, and Substance Abuse
<br />Authority; and
<br />
<br /> WHEREAS, Joint Resolution of the Boards of County Commissioners of
<br />Cabarrus, Rowan, Stanly, and Union Counties dated October 1, 1997, Rowan
<br />County was included within the area authority and the area authority's name
<br />was amended to be "Piedmont Area Mental Health, Developmental Disabilities,
<br />and Substance Abuse Authority," and
<br />
<br /> WHEREAS, by resolution in 2002 this Board of Commissioners has stated
<br />its intent to continue to provide mental health, developmental disabilities
<br />and substance abuse services to its citizens through Piedmont Area Mental
<br />Health, Developmental Disabilities, and Substance Abuse Authority, and
<br />
<br /> WHEREAS, Piedmont Area Mental Health, Developmental Disabilities, and
<br />Substance Abuse Authority does business under the name Piedmont Behavioral
<br />Healthcare (and is hereinafter referred to as Piedmont Behavioral
<br />Healthcare), and
<br />
<br /> WHEREAS, by Session Law 2001-437 entitled ~An Act to Phase In
<br />Implementation of Mental Health System Reform at the State and Local Level,
<br />effective July 1, 2002, the North Carolina General Assembly has adopted
<br />legislation requiring, in G.S. 122C-115.2, that the each participating
<br />county, through Piedmont, develop a local business plan and, under G.S. 122C-
<br />117(8), that Piedmont submit said local business plan to each participating
<br />board of county commissioners, and that the participating boards of
<br />commissioners jointly submit one approved business plan to the North Carolina
<br />Secretary of Health and Human Services for approval and certification, and
<br />
<br /> WHEREAS, in accordance with 122C-115.2, Piedmont Behavioral Healthcare,
<br />through a process that included with public meetings including local
<br />stakeholders in the mental health delivery system in Cabarrus, Rowan, Stanly
<br />and Union Counties, has developed a Local Business Plan for the Piedmont
<br />
