The Board of Commissioners for the County of cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Monday, January 22, 2001, <br />at 6:30 p.m. <br /> <br />Present - Chairman: Arne L. Fennel <br /> Vice Chairman: Robert W. Carruth <br /> Commissioners: Robert M. Freeman <br /> Coy C. Privette <br /> Richard D. Suggs <br /> <br /> Also present were Mr. Frank W. Clifton, Jr., County Manager; Mr. <br />Fletcher L. Hartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk <br />to the Board. <br /> <br />Chairman Fennel called the meeting to order at 6:30 p.m. <br /> <br /> Girl Scout Cadette Troop 2088 of the Forest Hill United Methodist <br />Church conducted the Flag Ceremony. Scouts participating in the ceremony <br />were Elizabeth Barnett, Kelley Cunningham, Kayla Garcia, Christina McAdams, <br />Patricia Nickols, Shannon Parette, Elizabeth Price, Kristen Rowlett, Lily <br />Salloum and Jesslyn Williams. <br /> <br /> Reverend Steve James of the Central United Methodist Church gave the <br />invocation. <br /> <br />APPROVAL OR CORRECTION OF MINUTES <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner Suggs ' <br />and unanimously carried, the Board approved the minutes of December 18, 2000 <br />as written. <br /> <br />APPROVAL OF THE AGENDA <br /> <br /> UPON MOTION of Chairman Fennel, seconded by Commissioner Freeman and <br />unanimously carried, the Board approved the Agenda with the addition of the <br />following two items under Old Business: (1) Report on the 2000 Local <br />Elections; and (2) Request to Extend the Memorandum of Understanding <br />concerning the Hotel/Convention Center Project. <br /> <br />RECOGNITIONS AND PRESENTATIONS <br /> <br />Recognition of Roger Smith on His Retirement from the Department of <br />Development Services - Mike Downs, Development Services Director <br /> <br /> Mr. Mike Downs, Development Services Director, recognized Mr. Roger <br />Smith who retired on December 27, 2000 from the Office of Development <br />Services. Mr. Smith began work as an Electrical Inspector with Cabarrus <br />County on June 5, 1983 and was serving as Lead Electrical Inspector at the <br />time of his retirement. <br /> <br /> Ob behalf of the Board, Vice Chairman Carruth presented a plaque to Mr. <br />Smith in appreciation for his service to Cabarrus County and its citizens. <br />Board members congratulated Mr. Smith on his retirement and expressed <br />appreciation for his work. <br /> <br />Reco~nition of Captain Eric Baggarly, Chief Deputy James R. Gri~s and <br />Sheriff Robert Canaday on their Retirement from the Cabarrus County Sheriff's <br />Department <br /> <br /> Sheriff Robert Canaday reCognized Captain Eric Baggarly who will retire <br />from the Cabarrus County sheriff's Department on January 31, 2001. Captain <br />Baggarly began his career with the Sheriff's Department on April 1, 1974. <br /> <br /> Sheriff Robert Canaday recognized Chief Deputy James R. Griggs who will <br />retire from the Cabarrus County Sheriff's Department on January 31, 2001. <br />Chief Deputy Griggs began his career with the Department on September 15, <br />1972. <br /> <br /> On behalf of the Board, Vice Chairman Carruth presented plaques of <br />appreciation to Captain Baggarly and Chief Deputy Griggs for their dedicated <br />service to Cabarrus County and its citizens. Board members congratulated <br />Captain Baggarly and Chief Deputy Griggs on their retirement and thanked them <br />for their service. <br /> <br /> <br />
