He stated the County had delayed adopting the <br />proposed ordinance until the local municipalities had considered it. The <br />municipalities of Concord, Kannapolis, Harrisburg and Mt., Pleasant have now <br />adopted the I/DO. <br /> <br /> Mr. Jonathan Marshall, Planning Services Director, stated the November. <br />8, 2000 draft currently under consideration includes all the changes <br />requested by the Board. He reviewed a table included in the agenda listing <br />changes discussed at the last Board meeting as well as those changes that <br />were a result of the Steering Committee's quarterly review. He stated the <br />Planning staff does not recommend some of the changes (e.g., signage <br />regulations) at this time and that those items were clearly marked on the <br />table. Mr. Marshall asked that the Board consider the .following action: (1) <br />Adoption of the UDO Draft dated November 8, 2000 that includes changes <br />requested by the Board of Commissioners; (2) Adoption of changes recommended <br />by the Steering Committee in the first quarterly review and outlined on the <br />attachment to the Agenda; (3) Adoption of the Zoning Atlas applying D-DO <br />zoning districts to the unincorporated areas of the County; (4) Adoption of <br />the Memorandum of Understanding outlining the review and amendment process to <br />be followed by City and County staff; and (5) Establishing an effective date <br />of May 1, 2001 for the Ordinance if adopted at this meeting. <br /> <br />Commissioner Privette listed the foilowing concerns 'regarding the I/DO: <br />(1) Density of the Agriculture (AG) District, specifically the downzoning of <br />property owners who hold over 10 acres and the potential reduction in <br />property values; (2) Regulations concerning the use of accessory buildings <br />for home occupations; (3) Requirements for certification 'of landscape plans; <br />(4) Sidewalk regulations; and (5) Adequate public facilities requirements. <br /> <br /> <br />
