99 <br /> <br />amend the present ordinance concerning the issuance of cages by Animal <br />Control for trapping animals. According to Ms. Walker, the ordinance should <br />require that everyone in a neighborhood be notified whenever a trap is set in <br />that neighborhood. She also stated that persons picking up a cage should be <br />required to take the cage to their home and not deliver it to someone else's <br />home as had occurred in their neighborhood. During her presentation, Ms. <br />Walker referenced the following Petition, which she had submitted to the <br />Board with 24 signatures. <br /> <br />April 25, 2001 <br />We, the undersigned neighbors, do vehemently oppose the very <br />inhumane .and cruel treatment rendered to family pets owned by <br />neighbors in the Hillside, Miller Avenue, Sedgefield and Sylvan <br />Lanes, and surrounding areas. Luring animals into a cage, <br />keeping them caged up for several days without food and water, <br />then taking them to the dog and animal control to be killed is <br />being done by Lorie Cha££ee, 177 Hillside Ave., Concord, NC. Not <br />only do these cats not belong to her but also are pets of <br />neighbors of hers and animals who may cross her path at any given <br />time day or night. Being an employee of Cabarrus County, (she is <br />a dispatcher with Sheriff's Department) we feel she is given <br />special treatment as far as having these animals picked up <br />unlawfully and against the will of their owners without giving <br />them opportunity to return them to their safe haven. <br /> <br /> Sheriff Brad Riley explained that the Sheriff's Department and Animal <br />Control are charged with enforcing the Animal Control Ordinance. He stated <br />the issue is not the fact that the case involved a Sheriff's Department <br />employee, but is whether the Department should make notification to neighbors <br />when a trap is set. He reviewed the Department's procedures for responding <br />to complaints and efforts to notify the owners whenever an animal is picked <br />up. Sheriff Riley reported Animal Control picked up 2,534 cats during the <br />past year, of which 23 were returned to their owners. The Department also <br />works with the Humane Society in adopting out the cats. Further, Sheriff <br />Riley stated that the cat that was trapped in Ms. Walker's neighborhood had <br />not been claimed. He stated he had addressed the employee situation and <br />ordered traps removed from that neighborhood when he learned there was a <br />possibility the employee's child had fed the cats. However, he pointe~ out <br />the Department would act to enforce the ordinance if another person in that <br />neighborhood files a 'complaint. <br /> <br /> There was lengthy discussion regarding the responsibility of pet owners, <br />Animal Control's procedures for responding to complaints and the importance <br />for persons in a neighborhood to be able to talk with each other and work out <br />problems that may arise within their neighborhood. <br /> <br /> Chairman Fennel asked Mr. Clifton and Sheriff Riley to study the issue <br />concerning the trapping of cats and bring back recommendations/options for <br />the Board's consideration at the next meeting. <br /> <br /> Mr. Sherrill Laney of Kannapolis presented comments concerning the <br />rezoning request by Mr. Ronnie Hinson. He stated he found it significant <br />that Mr. Hinson and Mr. Joyner had come to an accommodation and that Mr. <br />Joyner did not speak in opposition to the rezoning. He disagreed that the <br />rezoning would be spot zoning because he stated the adjoining property to the <br />north, south and across the street is to some degree already commercialized. <br />Further, he stated in his opinion Mr. Hinson's business would be a nice <br />transition type of business between pure residential and commercial property <br />located at the intersection of Highway 601 and Flowes Store Road. Finally, <br />Mr. Laney advised of a similar type of rezonihg that he stated had occurred <br />on Highway 24-27 in the Midland area to permit the location of. a CPA office. <br /> <br /> There was no one else to address the Board during the Informal Public <br />Comments and Chairman Fennel closed that portion of the meeting at 8:00 p.m. <br /> <br />NEW BUSINESS <br /> <br />Contract Administration Policy - Blair Bennett~ Deputy County Manager for <br />Administration <br /> <br /> Mr. Bennett reviewed the proposed Contract Administration Policy that <br />would set up a uniform method for handling contracts. <br /> <br /> <br />
