<br />County Funding Plan and Program Agreements as' Recommended by the Juvenile
<br />Crime Prevention Council

<br /> The Board acknowledged receipt of the revised Department of Juvenile
<br />Justice and Delinquency Prevention (DJJDP) County Funding Plan. The Programs
<br />as recommended by the Juvenile Crime Prevention Council were as follows: Home
<br />Based Services - Department of Social Services; Court Psychological Services
<br />- Piedmont Behavioral Healthcare; Temporary Shelter Care - Department of
<br />Social Services; Project Challenge - Project Challenge of North Carolina,
<br />Inc.; Teen Court - Cabarrus Mediation, Inc.
<br />
<br /> UPON MOTION of Chairman Fennel, seconded by Commissioner Privette with
<br />Chairman Fennel, Vice Chairman Carruth and Commissioners Privette and Suggs
<br />voting for, the Board approved the Department of Juvenile Justice and
<br />Delinquency Prevention Funding Plan and Program Agreements as recommended by
<br />the Juvenile Crime Prevention Council and authorized the Chairman to sign the
<br />Funding Plan and each of the Program Agreements on behalf, of Cabarrus County.

<br />Approval of Transfer of Muddy Creek Wastewater Treatment Plant to the Water
<br />and Sewer Authority
<br />
<br /> Mr. Clifton reviewed the proposal to close the Water and Sewer Utility
<br />Fund and transfer fixed assets, including the Muddy Creek Wastewater
<br />Treatment Plant, to 'the Water and Sewer Authority as of June 30, 2001. He
<br />stated the Water and Sewer Authority Board of Directors had voted to accept
<br />the assets provided the County would contribute an annual subsidy of
<br />$15,000.00 for operating costs of the treatment plant for five years.

<br /> UPON MOTION of' Commissioner Privette, seconded by Chairman Fennel with
<br />Commissioners Privette and Suggs, Vice Chairman Carruth and Chairman Fennel
<br />voting for, the Board approved the transfer of all assets in the Water and
<br />Sewer Utility Fund, : which was comprised of the Muddy Creek Wastewater
<br />Treatment Plant, rights of way and a Stough Road water/sewer outfall line, to
<br />the Water and Sewer Authority of Cabarrus County as of June 30, 2001. The
<br />County will provide an annual $15,000.00 subsidy for five years for operation
<br />of the wastewater treatment plant. Further, the transfer of assets is
<br />subject to the following conditions: (1) The County will reserve public
<br />easement across all properties; and (2) The County will reserve final
<br />determination on the sale or transfer of all assets transferred to the Water
<br />and Sewer Authority.

<br /> Ms. Betty Walker, resident of 189 Hillside Avenue, SW, Concord,
<br />reported on an incident in her neighborhood involving the trapping of cats
<br />and an employee of the Sheriff's Department. She referenced a letter dated
<br />May 2, 2001 she stated she had sent to each Board member asking that they
<br />
