122 <br /> <br /> There was no one else present to address the Board, and Chairman Fennel <br />closed the public hearing at 7:30 p.m. <br /> <br /> UPON MOTION of Chairman Fennel, seconded by Commissioner Privette and <br />unanimously carried, the Board approved the submission of the CDBG <br />Infrastructure Grant application for the communities off Poplar Tent Road and <br />Highway 73 West contingent upon the receipt of confirmation of participation <br />in funding by the cities of Concord and Kannapolis. Further, the Board <br />authorized the Chairman to sign the grant application and related documents <br />on behalf of Cabarrus County with Stark Associates to complete the grant <br />application at a cost of $5,000.00. <br /> <br />WaterCharges for the CDBG Infrastructure Project <br /> <br /> Mr. Stark stated that during the public hearing there was discussion <br />about the funding the cities of Concord and Kannapolis would be putting into <br />the water project. He stated there would also be some private money that <br />would be paid to the respective cities to help fund the project. He presented <br />a proposed resolution establishing fees for future connections to the lines <br />in order to get some of this money back for the two cities as well as repay <br />Booe-Untz Company and Centex Homes for a portion of their funding. <br /> <br /> There was brief discussion concerning a collection fee by the County <br />and efforts to resolve issues with the City of Concord concerning water line <br />extensions to serve the two new schools in the Cox Mill Road and Harris Road <br />areas. <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Chairman Fennel and <br />unanimously carried, the Board approved the following Resolution establishing <br />water charges for the CDBG infrastructure project with the addition of a one <br />and one-half percent (lb%) collection fee to the County and subject to the <br />County Manager being able to resolve issues with the City of Concord <br />regarding the water line extensions on Cox Mill Road and Harris Road that are <br />associated with the two new schools in those areas. <br /> <br />Resolution No. 2001-11 <br /> <br /> CABARRUS COUNTY <br /> WATER CHARGES FOR THE <br />COX MILL RD, POPLAR TENT RD, HARRIS RD, HWY. 73, SHILOH CH. RD <br />COMMUNITY DEVELOPMENT BLOCK GRANT INFRASTRUCTURE PROJECT <br /> <br /> WHEREAS, the County of Cabarrus is applying for funding to the North <br />Carolina Department of Commerce for the installation of water to serve the <br />Cox Mill Road, Poplar Tent Road, Harris Road, Highway 73 and Shiloh Church <br />Road area and using Community Development Block Grant funds, and <br /> WHEREAS, the County requires a recapture plan from connections to the <br />water lines; <br /> NOW, THEREFORE, BE IT RESOLVED, by the Board of County Commissioners of <br />the County of Cabarrus, that: <br /> Section 1. Future users connecting to the lines funded through the <br />CDBG-Infrastructure Grant that have not participated financially in the <br />construction of the extension shall be required to pay an assessment fee for <br />each line connection as follows: <br /> <br />Assessment A or B applies - (whichever is greater). <br /> <br />A. 3/4" service meter -- $500.00 <br /> 1" service meter -- $500.00 <br /> 2" service meter -- $1,000.00 <br /> 4'! service meter -- $1,000.00 <br /> 6" service meter -- $2,000.00 <br /> Fire Line $1,000.00 <br />B. Commercial and Industrial users <br />developed acre. <br /> <br /> will be assessed $2,000.00 per <br />Any additional acreage will be assessed as it is developed. <br /> <br />This fee is additional to normal fees charged by the City of Concord and the <br />City of Kannapolis and shall be paid to Cabarrus County in full prior to <br />obtaining building permits and will be reviewed from time to time as <br />appropriate. The County shall retain a one and one-half percent (1~%) <br />collection fee. <br /> <br /> Section 2: The assessment fee required in Section 1 shall not be <br />imposed on any business that is owned by low-and moderate income persons, any <br /> <br /> <br />
