UPON MOTION of Chairman Fennel, seconded by Commissioner Suggs and unanimously carried, the Board agreed to relieve BOC, Inc. from its obligation to locate a facility beside Corning in Midland and approved the amendment to remove BOC from the original CDBG-Economic Development grant application for the Corning/BOC water line project. Close Out of the Corning Communit~ Development Block Grant - Economic Development Pro~ect - Public Hearing - 6:30 Mr. Bob Stark, Consultant, reported the Community Development Block Grant (CDBG) Economic Development grant (98-E-0483) project to provide a second source of water for Corning had been completed. The grant awarded to the County was $1 million and the project was expected to cost $3 million. However, Mr. Stark stated the project came in under budget and the following funds were expended: State - $685,408.14; City of Concord - $657,345.55; and Cabarrus County - $1,398,878.00. The savings will be turned into the State. Corning had agreed to spend $300 million to build a facility and hire 125 people, of which 61 percent would be iow to moderate income persons. Mr. Stark advised that Corning has spent almost $1 billion and hired over 500 people. At 7:18 p.m., Chairman Fennel opened the public hearing to close out the Corning CDBG Economic Development grant and asked if anyone wished to address the Board regarding the close out of the project. The Notice of the Public Hearing was published in THE INDEPENDENT TRIBUNE on June 7, 2001. There was no one present to address the Board, and Chairman Fennel closed the public hearing. UPON MOTION of Chairman Fennel, seconded by Commissioner Privette and unanimously carried, the Board voted to close out the Corning CDBG Economic Development grant project (98-E-0483). Community Development Block Grant Infrastructure Grant Application - Public Hearing - 6:30 p.m. Mr. Stark stated this is the second public hearing in regards to the Community Development Block Grant (CDBG) Infrastructure Grant program, which provides water and sewer systems to iow and moderate income neighborhoods. The project area for the County's proposed Infrastructure Grant application includes the Moss Drive Community off Poplar Tent Road and homes on either side of Shiloh Church Road off Highway 73 West. The water line project is being done in conjunction with the cities of Concord and Kannapolis and will provide for the installation of water lines along portions of Cox Mill Road, Poplar Tent Road, Harris Road, Highway 73 West and Shiloh Church Road. The total cost of the project by the two cities will probably exceed $2 million, and the County's application could be as much as $530,000.00 to serve the two project areas. The cities will be providing the local share for the grant and letters are expected from the Mayors of Concord and Kannapolis stating the money will be available from their general funds if the project is funded. At 7:25 p.m., Chairman Fennel opened the public hearing concerning the proposed CDBG Infrastructure Grant application and asked if anyone wished to address the Board regarding the proposed project to install water lines and connect some 40 low and moderate income families. The Notice of the Public Hearing was published in THE INDEPENDENT TRIBUNE on June 7, 2001. Mr. Sherrill Laney, resident of Miller'Road in Kannapolis, questioned the participation by the City of Kannapolis in funding water lines to the area off Highway 73 West. He stated this area is located some distance from the city limits of Kannapolis. Mr. Clifton explained that the area north of Highway 73 West is located within the Kannapolis service area. He stated the cities of Concord and Kannapolis are working to bring additional water into the county from Mecklenburg County. Through the grant process, it will be possible to expand services to the two communities that do not have water service. Mr. Stark explained the CDBG Infrastructure Grant application process and the County's efforts to secure funding to get water and sewer to the low and moderate income families in the two project areas.
