132 The County Manager is hereby authorized to transfer appropriations within a fund as contained herein under the following conditions: 1. He may transfer amounts between objects of expenditures and revenues within a department without limitation. 2. He may transfer amounts up to $25,000 between departments of the same fund. 3. He may not transfer any amounts between funds nor from any contingency appropriation within any fund without action of the Board of Commissioners. 4. Additional authority is granted to the manager to transfer amounts within and between funds for the sole purpose of funding salary and benefits adjustments consistent with the Cabarrus County Personnel Management Policy and the Cabarrus County Personnel Ordinance. He may enter into and execute change orders or amendments to construction contracts in amounts up to $25,000 when the appropriate annual budget or capital project ordinance contains sufficient appropriated but unencumbered funds. 6. He may award and execute contracts which are not required to be bid or which G.S. 143-131 allows to be let on informal bids so long as the annual budget or appropriate capital project ordinance contains sufficient appropriated but unencumbered funds for such purposes. 7. He may execute contracts with outside agencies to properly document budgeted appropriations to such agencies where G.S. 15 A-248(b), 259, 449 and any similar statutes require such contracts. 8. He may reject formal bids when deemed appropriate and in the best interest of Cabarrus County pursuant to G.S. 143-129(a). ¸5. Section VI. A. This ordinance and the budget documents shall be the basis for the financial plan for the County of Cabarrus for the 2001-02 Fiscal Year. The County Manager and the Budget Officer shall administer the Budget. The Finance Director shall establish and maintain all records, which are in concurrence with this Budget and Budget Ordinance and the appropriate Statutes of the State of North Carolina. Bonds, Clerk to the Board Reappointment of Cabarrus County Tax Administrator UPON MOTION of Commissioner Privette, seconded by Chairman Fennel and unanimously carried, the Board reappointed Dawn S. McHale to a four-year term as County Assessor and Tax Collector for Cabarrus County for the period of August 9, 2001 through August 8, 2005. This position has the title of Tax Administrator and reports directly to the County Manager. The Board complimented Ms. McHale on the excellent job she has done for Cabarrus County. She has received her North Carolina Department of Revenue certification and has completed the courses required during her initial appointment. Designation of Votin~ Delegate and Alternate Delegate to the N. C. Association of County Commissioners Annual Conference on August 9 - 12~ 2001 UPON MOTION of Commissioner ?rivette, seconded by Commissioner Freeman and unanimously carried, the Board named Chairman Fennel as voting delegate and Vice Chairman Carruth as alternate delegate to the 2001 North Carolina Association of County Commissioners Annual Conference to be held in Fayetteville on August 9 - 12, 2001. Contract Award for the Cabarrus County Transportation Services Mr Marshall introduced discussion of the award of the contract for the Cabarrus County Transport Services (CCTS), which is the van system that provides human services transportation in Cabarrus County.
