132 <br /> <br /> The County Manager is hereby authorized to transfer appropriations <br /> within a fund as contained herein under the following conditions: <br />1. He may transfer amounts between objects of expenditures and <br /> revenues within a department without limitation. <br />2. He may transfer amounts up to $25,000 between departments of the <br /> same fund. <br />3. He may not transfer any amounts between funds nor from any <br /> contingency appropriation within any fund without action of the <br /> Board of Commissioners. <br />4. Additional authority is granted to the manager to transfer <br /> amounts within and between funds for the sole purpose of funding <br /> salary and benefits adjustments consistent with the Cabarrus <br /> County Personnel Management Policy and the Cabarrus County <br /> Personnel Ordinance. <br /> He may enter into and execute change orders or amendments to <br /> construction contracts in amounts up to $25,000 when the <br /> appropriate annual budget or capital project ordinance contains <br /> sufficient appropriated but unencumbered funds. <br />6. He may award and execute contracts which are not required to be <br /> bid or which G.S. 143-131 allows to be let on informal bids so <br /> long as the annual budget or appropriate capital project <br /> ordinance contains sufficient appropriated but unencumbered <br /> funds for such purposes. <br />7. He may execute contracts with outside agencies to properly <br /> document budgeted appropriations to such agencies where G.S. 15 <br /> A-248(b), 259, 449 and any similar statutes require such <br /> contracts. <br />8. He may reject formal bids when deemed appropriate and in the <br /> best interest of Cabarrus County pursuant to G.S. 143-129(a). <br /> <br />¸5. <br /> <br />Section VI. <br />A. <br /> <br />This ordinance and the budget documents shall be the basis for <br />the financial plan for the County of Cabarrus for the 2001-02 <br />Fiscal Year. The County Manager and the Budget Officer shall <br />administer the Budget. The Finance Director shall establish and <br />maintain all records, which are in concurrence with this Budget <br />and Budget Ordinance and the appropriate Statutes of the State of <br />North Carolina. <br /> <br />Adopted this the 18th day of June, 2001. <br /> <br /> /s/ Arne L. Bonds, Clerk to the Board <br /> <br />Reappointment of Cabarrus County Tax Administrator <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Chairman Fennel and <br />unanimously carried, the Board reappointed Dawn S. McHale to a four-year term <br />as County Assessor and Tax Collector for Cabarrus County for the period of <br />August 9, 2001 through August 8, 2005. This position has the title of Tax <br />Administrator and reports directly to the County Manager. <br /> <br /> The Board complimented Ms. McHale on the excellent job she has done for <br />Cabarrus County. She has received her North Carolina Department of Revenue <br />certification and has completed the courses required during her initial <br />appointment. <br /> <br />Designation of Votin~ Delegate and Alternate Delegate to the N. C. <br />Association of County Commissioners Annual Conference on August 9 - 12~ 2001 <br /> <br /> UPON MOTION of Commissioner ?rivette, seconded by Commissioner Freeman <br />and unanimously carried, the Board named Chairman Fennel as voting delegate <br />and Vice Chairman Carruth as alternate delegate to the 2001 North Carolina <br />Association of County Commissioners Annual Conference to be held in <br />Fayetteville on August 9 - 12, 2001. <br /> <br />Contract Award for the Cabarrus County Transportation Services <br /> <br /> Mr Marshall introduced discussion of the award of the contract for the <br />Cabarrus County Transport Services (CCTS), which is the van system that <br />provides human services transportation in Cabarrus County. <br /> <br /> <br />
