133 <br /> <br /> The Request for Proposals for the provision of Cabarrus County <br />Coordinated Transportation Services was published in THE INDEPENDENT TRIBUNE <br />on June 1, 2001. Proposals were received from the following companies: <br />Midstate Transport; FTS Transportation; Specialized Transport; ABS <br />Transportation; Laidlaw Transit Services; and Coach USA. <br /> <br /> Mr. James Sasser, Transportation Planner, recommended the award of the <br />contract to Coach USA Transit Services to operate Cabarrus County Transport <br />Services (CCTS) for FY 2001-02. He explained the contract proposal contained <br />a service volume/mileage tier rate structure that will provide for a <br />reduction in rates as total trip miles increase. The cost initiates at $1.87 <br />per mile up to 299,999 total miles of trips and will decrease as the total <br />miles of human service trips increase above 300,000 miles. <br /> <br /> Mr. Tom Irvin, District Vice-President of Coach USA Transit Services, <br />presented background information concerning his company, which specializes in <br />public transportation services. The company provides human services <br />transportation in eight counties in the state along with fixed route <br />transportation, including operation of the Concord Express. <br /> <br /> UPON MOTION of Commissioner Freeman, seconded by Commissioner Privette <br />and unanimously carried, the Board approved the contract with Coach USA <br />Transit Services to operate Cabarrus County Transport Services (CCTS) for the <br />period July 1, 2001 to June 30, 2002, and authorized the County Manager t6 <br />sign the contract on behalf of Cabarrus County. <br /> <br />APPOINTMENTS TO BOARDS AND CO~ITTEES <br /> <br />Social Services Board (Commissioner Member) <br /> <br /> UPON MOTION of Chairman Fennel, seconded by Commissioner Freeman and <br />unanimously carried, the Board reappointed Commissioner Privette as the <br />commissioner member to the Board of Social Services for a three-year term <br />ending June 30, 2004. <br /> <br />Rowan-Cabarrus Communit~ College Board of Trustees <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Chairman Fennel and <br />unanimously carried, the Board reappointed Mr. Irvin T. Newberry to the <br />Rowan-Cabarrus Community College Board of Trustees for a term of four years <br />ending July 1, 2005. <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Chairman Fennel and <br />unanimously carried, the Board appointed Mr. Richard Hudson to the Rowan- <br />Cabarrus Community College Board of Trustees for a term of four years ending <br />July 1, 2005. <br /> <br />Mr. Hudson will fill the.position previously held by Ms.. Gayle Deal. <br /> <br />Economic Development Corporation Board of Directors <br /> <br /> UPON MOTION of Chairman Fennel, seconded by Commissioner Freeman and <br />unanimously carried, the Board appointed Ms. Cyndie Mynatt to the Economic <br />Development Corporation Board of Directors for a term of three years ending <br />June 30, 2004. <br /> <br /> Ms. Mynatt will fill the position previously held by Mr. William H. <br />Cagle, Jr.~ who had served six consecutive years on the Board.of Directors. <br /> <br />Juvenile Crime Prevention Council <br /> <br /> UPON MOTION of Commissioner Freeman, seconded by Chairman Fennel and <br />unanimously carried, the Board appointed the following members to the <br />Juvenile Crime Prevention Council (JCPC) for terms of two years ending June <br />30, 2003 as recommended by the JCPC: Tish Harris - School Superintendent <br />Designee; Sergeant Brian Ritchie - Chief of Police Designee; Sheriff Brad <br />Riley = Local Sheriff; Roxanne Vaneekoven - District Attorney Designee; <br />Denise Burns - Chief Court Counselor Designee; Charles Hill - Mental Health <br />Director; James Cook - Social Services Director; Cathie Straub - County <br />Manager Designee; Dr. Paul Friday - Substance Abuse Professional; Robert <br />Freeman - County Commissioner; Amy Zacharias - Juvenile Defense Attorney; <br />Martin McGee ~--. Chief District Court Judge Designee; W. Fred Robertson - <br />Member of Business Community; William F. Pilkington - Local Health Director; <br />Tanya Landrum - Representative of United Way Agency; Steve Little - <br />Representative of Parks and Recreation; and Charles Newton - County <br /> <br /> <br />
