<br />employment of the Board of Elections' employees. This agreement does
<br />not affect the Cabarrus County Board of Elections' statutory authority
<br />to appoint and remove employees.
<br />Cabarrus County's policies and procedures concerning disciplinary
<br />actions against employees and employee grievances will govern this
<br />aspect of personnel administration; however, any appeals from
<br />employment decisions will be heard and disposed of only by the Cabarrus
<br />County Board of Elections, and there will be no appeal of the decision
<br />of that Board to any County entity.
<br />This Memorandum of Understanding will be effective when signed by all
<br />parties involved. It will continue in force from year to year until
<br />modified or terminated by written mutual agreement of the parties
<br />hereto, or upon ninety (90) days written notice by any of the above
<br />parties.

<br />Road Petition - Addition of Norwood Drive to the State Secondary Road System
<br />
<br /> UPON MOTION of Chairman Fennel, seconded by Commissioner Privette and
<br />unanimously carried, the Board by resolution approved the addition of Norwood
<br />Drive, which is located in the Cedar Brook Acres Subdivision, to the State
<br />Secondary road maintenance system.

<br />Weatherization Program Contract Amendment for FY 2001 and Related Budget
<br />Amendment to Adjust Various Grant Revenues and Expenses
<br />
<br /> UPON MOTION of Chairman Fennel, seconded by Commissioner Privette and
<br />unanimously carried, the Board approved the FY 2001 contract amendment for
<br />the Weatherization Assistance Program for Low-Income Persons (Annual
<br />Contract), Contract Number 00-1441(2), between the Salisbury-Rowan Community
<br />Service Council, Inc., the Cabarrus County Department of Aging and the Energy
<br />Division of the North Carolina Department of Commerce. The funds totaling
<br />$55,800.00 were as follows: Weatherization Assistance - $31,200.00 (Paid
<br />Labor); $2,000.00 (Other Program Support); $20,000.00 (Materials); $1,800.00
<br />(Administration); and Training and Technical Assistance - $800.00 (Training:
<br />Administrative and Technical). Further, the Board adopted the following
<br />budget amendment reflecting changes in the Department of Aging budget.
