145 <br /> <br />residents now receive excellent response for emergency services (i.e., <br />medical and fire) and expressed concern that the response would be much <br />slower in Mecklenburg County. <br /> <br /> Ms. Doris White (11538 Getaway Lane, Charlotte - Steeplechase <br />Subdivision) disagreed with a recent news article stating that the residents <br />in her area want the convenience of going into Mecklenburg County to work and <br />shop. She said she shops in Cabarrus County and her husband works in <br />Cabarrus County. Ms. White stated in her opinion that relocation of the <br />county line would cause a great injustice to many people, especially to the <br />retirees and single parents. In conclusion, she asked the Board to keep the <br />line close to where it is now and advised that elections would occur in the <br />near future. <br /> <br /> Mr. Steve Kellen (8213 Appaloosa Lane, Charlotte - Steeplechase <br />Subdivision) stated the issue should be a matter of where a person desires to <br />be and that he knows of no one in Cabarrus County desiring to be in <br />Mecklenburg. Stating in his opinion that things should stay as they are, he <br />asked for reassurance that the Board will take steps to insure that the <br />residents remain in Cabarrus County. <br /> <br /> Mr. Clifford Mursch (10422 Rockwood Road, Charlotte - Cabarrus Woods) <br />stated he and other area residents were close to paying for the homes they <br />purchased in the 1970's and did not want a new mortgage and/or higher taxes <br />as they look toward retirement. He questioned how the line could be moved <br />400 feet since he stated that some markers such as the cluster of rocks on <br />Highway 29 and the Stafford home are still in place. <br /> <br /> Mr. Steve Smith summarized reasons residents want to remain in Cabarrus <br />County, including the good schools and competitive tax rates. He asked the <br />Board to resolve the issue as quickly as possible and send a message to <br />Mecklenburg County, Mr. Marshall and Mr. Petoskey that Cabarrus County wants <br />to keep its residents in Cabarrus County. <br /> <br /> Mr. Jonathan Marshall, Planning Services Director, explained his role <br />as "Special Commissioner" in the process for establishing an "official" <br />Cabarrus/Mecklenburg line. He described the technical and mechanical process <br />by which he and Mr. Petoskey (Special Commissioner for Mecklenburg County) <br />are analyzing survey data to develop a recommendation to be presented to both <br />the Mecklenburg and Cabarrus County Commissioners in approximately six <br />months. Each board of commissioners would then hold a public hearing <br />concerning the recommended line. Mr. Marshall explained there are now <br />basically two lines, a Cabarrus County line and a Mecklenburg County line, <br />with gaps in some places and overlapping lines in other locations. He <br />emphasized the need to .have accurate information for use by surveyors, <br />specifically in those areas where the county line serves as the property <br />line. <br /> <br /> Mr. Hartsell and Mr. Clifton discussed the need for Cabarrus County to <br />remain a part of the process in establishing the Cabarrus/Mecklenburg County <br />line as well as the importance of establishing the "official" line. <br /> <br /> There was discussion regarding a number of issues concerning the <br />possible relocation of the Cabarrus/Mecklenburg line, including the <br />following: the disruption to families in areas where properties are developed <br />and residential units are in place; desire to maintain those properties that <br />are currently registered in the Cabarrus County Register of Deeds Office as <br />Cabarrus County properties; and the importance of establishing the correct <br />location of the line in those areas that are currently undeveloped. <br /> <br /> A motion was made by Chairman Fennel and seconded by Commissioner <br />Freeman that the Board does support the residents along the Cabarrus County <br />line and does support maintaining those properties that are recorded in the <br />Cabarrus County Register of Deeds Office as Cabarrus County residents; and <br />further to direct staff as they move forward with their negotiations that it <br />is the Board's desire to keep Cabarrus County citizens in Cabarrus County. <br /> <br /> Vice Chairman Carruth asked that the motion be amended to include a <br />request to the Mecklenburg County Commissioners that they make a similar <br />commitment to their residents. Chairman Fennel and Commissioner Freeman <br />accepted the amendment to the motion, and the motion as amended was <br />unanimously approved by the Board. <br /> <br /> Mr. Steve Wingfield (7760 Cotswold Court, Harrisburg) asked who was <br />representing the residents in resolving the county line issue. He expressed <br />concern that Mr. Marshall showed no emotion in dealing with the issue. <br /> <br /> <br />
