However, he reiterated that the <br />process is a mechanical and technical job that does need to be precise. <br /> <br /> Chairman Fennel stated he would call Mr. Parks Helms, Chairman of the <br />Mecklenburg County Board of Commissioners, to discuss the issue prior to <br />sending a letter to Mr. Helms. <br /> <br />Chairman Fennel recessed the meeting at 7:45 p.m. for five minutes. <br /> <br /> Chairman Fennel reconvened the meeting at 7:50 p.m. and continued the <br />Informal Public Comments portion of the meeting. <br /> <br /> Ms. Marilyn Barnhardt (1500 Wabash Lane, Concord) commented on the <br />recent Expo Center groundbreaking event, safety issues concerning 1-85 and <br />the construction of the Westside Bypass. She stated that 1-85 had been named <br />as one of the worst roads in the state and the construction of the Westside <br />By-pass was the reason that 1-85 had never been widened. Ms. Barnhardt <br />stated in her opinion the Westside Bypass should never have been constructed. <br /> <br /> There was no one else to address the Board, and Chairman Fennel closed <br />that portion of the meeting. <br /> <br />NEW BUSINESS <br /> <br />Community Development Block Grant Scattered Site Housing Rehabilitation <br />Program - Public Hearings (2) - 6:30 <br /> <br /> At 8:00 p.m., Chairman Fennel opened the first public hearing <br />concerning the Community Development Block Grant (CDBG) Scattered Site Single <br />Family Rehabilitation Program. The Public Hearing Notice was published in <br />THE INDEPENDENT TRIBUNE on July 11 and July 17, 2001. <br /> <br /> Mr. Bob Stark, Consultant, briefly explained the CDBG Scattered Site <br />Single Family Rehabilitation Program and the funding that is available to <br />Cabarrus County to rehabilitate substandard homes. <br /> <br /> Chairman Fennel asked for discussion from the public regarding the <br />program. <br /> <br /> There was no one present to address the Board, and Chairman Fennel <br />closed the public hearing. <br /> <br /> At 8:04 p.m., Chairman Fennel opened the public hearing to describe the <br />County's application for funding under the CDBG Scattered Site Single Family <br />Rehabilitation Program. The Public Hearing Notice was published in THE <br />INDEPENDENT TRIBUNE on July 11 and July 17, 2001. <br /> <br /> Mr. Bob Stark, Consultant, reported the County had been awarded <br />$400,000.00 in CDBG Scattered Site Rehabilitation funds. The County had <br />proposed in its grant application to rehabilitate 20 substandard homes. <br />However, the State has informed the County that only 15 homes could be <br />rehabilitated with the available funding. Therefore, Mr. Stark stated the <br />County would not be rehabilitating the originally proposed 20 substandard <br />homes but would be rehabilitating 15 homes as instructed by the State. <br /> <br />Chairman Fennel opened the public hearing for discussion by the public. <br /> <br /> There was no one present to address the Board, and Chairman Fennel <br />closed the public hearing. <br /> <br /> UPON MOTION of Vice Chairman Carruth, seconded by Commissioner Freeman <br />and unanimously carried, the Board approved the proposed CDBG Scattered Site <br />Rehabilitation Program as presented and authorized the Chairman to sign all <br />documents relative to the $400,000.00 in funding through the Scattered Site <br />Rehabilitation Program. <br /> <br />Expo Pro~ect Action Items <br /> <br /> Bids were received on July 10, 2001 for Phase 1 of the Cabarrus County <br />Exposition Park. The Invitation to Bid was published in THE CHARLOTTE <br />OBSERVER on June 3, 2001 and in THE INDEPENDENT TRIBUNE on June 5, 2001. The <br />Bid Tabulations submitted by Overcash-Demmitt Architects and including <br />alternates that were recommended by staff for possible acceptance by the <br />Board were as follows: <br /> <br /> <br />
