174 <br /> <br /> There was lengthy discussion regarding the water supply in Cabarrus County, <br />the Town of Harrisburg's plan to provide water to the new subdivision and the <br />Town's source of water (Concord and Mecklenburg County). Commissioner Privette <br />questioned the water restrictions the City of Concord has placed on its residents <br />and the City's sale of water to Harrisburg and other municipalities with no <br />restrictions. Also, he questioned the percentage of water that the Town acquires <br />from the City of Concord and the percentage acquired from Mecklenburg County. <br />During review of the subdivision request, Board members also discussed <br />restrictions by the City of Concord on extensions to new developments and the <br />limits on the interbasin transfer of water from Mecklenburg County. <br /> <br /> Chairman Fennel questioned the price of homes planned in the new <br />subdivision, stating the taxes from homes costing over $170,000.00 help to cover <br />the cost of services they are going to be using. <br /> <br /> The developer was not present for the meeting, and no information was <br />available as to the cost of homes to be built in the subdivision. <br /> <br /> Vice Chairman Carruth addressed the issue of school capacity and the number <br />of new students that are being generated by new subdivisions in the county. He <br />reported that today (August 20) was the l0th day of school and today's enrollment <br />figures showed 350 students over the State's projection for the current year. <br />Further, Vice Chairman Carruth pointed out that the School Seat <br />Inventory/Enrollment for the 2002-03 school year (included in the Agenda) showed <br />a projected shortage of over 1600 elementary seats. <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Chairman Fennel and <br />unanimously carried, the Board deferred consideration of Case 01-02(S), the <br />request for preliminary plat approval by Pier Protz Tarrant, until the September <br />meeting with the following questions and concerns to be addressed at that time: <br />(1) percentage of water the Town of Harrisburg acquires from Concord and the <br />percentage acquired from Mecklenburg County; (2) the restrictions placed by the <br />City of Concord on its residents but no restrictions on the water the City sells <br />to Harrisburg and other municipalities; (4) price of homes planned in the new <br />subdivision; and (4) update of the School Seat Inventory/Enrollment using the <br />10tn day school population numbers for the 2001-02 school year. <br /> <br />Appeal of Case C01-03(S) - Denial of Preliminary Subdivision Plat for Brower <br />Estates <br /> <br /> Mr. Lentz presented the appeal of the Planning and Zoning Commission's <br />denial of Case C01-03(S), the preliminary subdivision plat for Brower Estates <br />located at the Mecklenburg County line on Tom Query Road. The applicant <br />(Hinshaw-Pearson Company) plans to develop 131 units (50 single-family homes and <br />81 townhomes) on the 37.3 acres. The proposed subdivision meets all the <br />development standards of the County's Subdivision Ordinance but does not meet the <br />adequate public facility standards for school facilities. Mr. Lentz reported the <br />Town of Harrisburg plans to provide water and sewer utilities to the new <br />development. The Town has also agreed to provide water service to the <br />Mecklenburg County portion of the subdivision until the Charlotte-Mecklenburg <br />Utility Department (CMUD) installs a water line to that area, at which time CMUD <br />would take over the water lines and customers in Mecklenburg County. The Town's <br />supply of water to the Mecklenburg side of the subdivision will require an <br />agreement with CMUD that is similar to the one the Town currently has with CMUD <br />concerning water service in the Coventry Subdivision (located across Tom Query <br />Road from the proposed Brower Estates development). <br /> <br /> Mr. Michael W. Hinshaw of Hinshaw-?earson Company discussed the commitment <br />by the Town of Harrisburg to provide water to the entire subdivision until such <br />time the CMUD line is finished. He also discussed the possibility of obtaining <br />a back up letter from CMUD regarding water service to the subdivision. Mr. <br />Hinshaw outlined plans to construct and dedicate a portion of a road that is on <br />the Cabarrus-South Rowan Transportation Plan to connect that area of the county <br />with 1-485 at Rocky River Road. He estimated the road construction will cost <br />about $200,000.00 and asked that the Board consider the road construction as the <br />adequate public facilities contribution in lieu of a contribution of $500.00 per <br />unit for the 130 residential units (or approximately $65,000.00). <br /> <br /> Chairman Fennel questioned the price of homes planned in the new <br />subdivision. Mr. Hinshaw stated he could not tell what the home prices would be <br />but said in his opinion they would probably not reach $170,000.00. He stated the <br />lot prices were set at $28,000.00 and the townhome pads at $23,000.00. It was <br />estimated that the cost of homes would be in the same range as those in the <br />nearby Coventry Subdivision ($140,000.00 to $150,000.00 and up). <br /> <br /> There was lengthy discussion about the issues of water supply and <br />inadequate school facilities. Commissioner Privette again questioned Harrisburg's <br />source of water, the City of Concord's water restrictions on its residents and <br />the City's sale of water to municipalities with no restrictions. Also discussed <br />were the limits on the interbasin transfer of water. <br /> <br /> <br />
