191 <br /> <br /> WHEREAS, the County of Cabarrus Development Services Department <br />currently has the ~following Level III Certifications on staff: Building 4 <br />Certificates; Electrical 6 Certificates; Fire 4 Certificates; Mechanical 4 <br />Certificates; Plumbing 4 Certificates. <br /> NOW, THEREFORE BE IT RESOLVED BY THE COUNTY OF CABARRUS THAT: <br /> The Development Services Director is hereby authorized to make <br />application, in writing to the North Carolina State Building Code Council to <br />allow the County of Cabarrus to review plans for projects currently listed in <br />Table 602 of the North Carolina State Building Code, Volume I-A. <br /> Read, approved, and adopted this 17th day of September, 2001. <br /> <br />/s/ Arne L. Brad Riley to <br />add an Administrative Secretary position to the Sheriff's Department staff to <br />cover administrative duties for the Sheriff. <br /> <br /> UPON MOTION of Chairman Fennel, seconded by Vice Chairman Carruth and <br />unanimously carried, the Board approved the addition of an Administrative <br />Secretary position (Grade 62) in the Sheriff's Department. <br /> <br /> No budget amendment was required to fund the position for the remainder <br />of FY 2002. However, the position will need to be added into next year's (FY <br />2003) budget as an item. <br /> <br />ITEMS REMOVED FROM THE CONSENT AGENDA FOR DISCUSSION <br /> <br />Contract with the City of Locust for Cabarrus County to Provide Building~ <br />Electrical~ Fire~ Mechanical and Plumbing Permitting and Inspections <br /> <br /> Mr. Mike Downs, Development Services Director, presented the proposed <br />contract with the City of Locust for the County's Development Services <br />Department to continue to perform the building permitting and .inspection <br />process within the City's new corporate limits inside Cabarrus County. <br />Without the contract, Locust can perform its own inspections or contract with <br />Stanly County to perform inspections in that portion of the City located <br />within Cabarrus County. <br /> <br /> Board members questioned the ability of Locust, or any municipality <br />located in an adjacent county, to annex property in this county without <br />approval by the Cabarrus County Board of Commissioners. They expressed a <br />desire to protect the citizens of Cabarrus County from such annexations. <br /> <br /> Mr. Hartsell briefly reviewed annexation laws add the crossing of <br />county lines. Although State law does not prevent municipalities from <br />crossing county lines, it does prohibit the municipalities primarily located <br />in one county from owning property in another county. <br /> <br /> A motion was made by Commissioner Privette and seconded by Chairman <br />Fennel to postpone consideration of the contract with the City of Locust for <br />building permitting and inspections until the retreat with Mr. Hartsell to <br />provide additional information at that time concerning annexation issues. <br /> <br /> There was further discussion regarding the annexation, by Locust across <br />the Cabarrus County line, the desire to have uniform inspection services <br />throughout Cabarrus County and the impact that new developments in the <br />annexed area of Locust will have on school, capacity in Cabarrus County.' <br /> <br /> Chairman Fennel withdrew his second to Commissioner Privette's motion <br />and asked the Board to separate the two issues as follows: (1) Act on the <br />proposed inspection service agreement with the City of Locust at this time; <br />and (2) Discuss annexation issues at the retreat. <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner Suggs <br />with Commissioners Privette, Suggs and Freeman and Vice C~airman Carruth <br />voting for and Chairman Fennel voting against, the Board deferred <br />consideration of the proposed contract with the City of Locust for building <br />permitting and inspections until the retreat with Mr. Hartsell to provide <br />additional information at that time concerning annexation issues. <br /> <br /> <br />
