191 WHEREAS, the County of Cabarrus Development Services Department currently has the ~following Level III Certifications on staff: Building 4 Certificates; Electrical 6 Certificates; Fire 4 Certificates; Mechanical 4 Certificates; Plumbing 4 Certificates. NOW, THEREFORE BE IT RESOLVED BY THE COUNTY OF CABARRUS THAT: The Development Services Director is hereby authorized to make application, in writing to the North Carolina State Building Code Council to allow the County of Cabarrus to review plans for projects currently listed in Table 602 of the North Carolina State Building Code, Volume I-A. Bonds Clerk to the Board of Commissioners September 17, 2001 Date September 17, 2001 Sheriff's Department - Staffing Modification (New Administrative Secretary Position) The Board received the written request from Sheriff D. Brad Riley to add an Administrative Secretary position to the Sheriff's Department staff to cover administrative duties for the Sheriff. UPON MOTION of Chairman Fennel, seconded by Vice Chairman Carruth and unanimously carried, the Board approved the addition of an Administrative Secretary position (Grade 62) in the Sheriff's Department. No budget amendment was required to fund the position for the remainder of FY 2002. However, the position will need to be added into next year's (FY 2003) budget as an item. ITEMS REMOVED FROM THE CONSENT AGENDA FOR DISCUSSION Contract with the City of Locust for Cabarrus County to Provide Building~ Electrical~ Fire~ Mechanical and Plumbing Permitting and Inspections Mr. Mike Downs, Development Services Director, presented the proposed contract with the City of Locust for the County's Development Services Department to continue to perform the building permitting and .inspection process within the City's new corporate limits inside Cabarrus County. Without the contract, Locust can perform its own inspections or contract with Stanly County to perform inspections in that portion of the City located within Cabarrus County. Board members questioned the ability of Locust, or any municipality located in an adjacent county, to annex property in this county without approval by the Cabarrus County Board of Commissioners. They expressed a desire to protect the citizens of Cabarrus County from such annexations. Mr. Hartsell briefly reviewed annexation laws add the crossing of county lines. Although State law does not prevent municipalities from crossing county lines, it does prohibit the municipalities primarily located in one county from owning property in another county. A motion was made by Commissioner Privette and seconded by Chairman Fennel to postpone consideration of the contract with the City of Locust for building permitting and inspections until the retreat with Mr. Hartsell to provide additional information at that time concerning annexation issues. There was further discussion regarding the annexation, by Locust across the Cabarrus County line, the desire to have uniform inspection services throughout Cabarrus County and the impact that new developments in the annexed area of Locust will have on school, capacity in Cabarrus County.' Chairman Fennel withdrew his second to Commissioner Privette's motion and asked the Board to separate the two issues as follows: (1) Act on the proposed inspection service agreement with the City of Locust at this time; and (2) Discuss annexation issues at the retreat. UPON MOTION of Commissioner Privette, seconded by Commissioner Suggs with Commissioners Privette, Suggs and Freeman and Vice C~airman Carruth voting for and Chairman Fennel voting against, the Board deferred consideration of the proposed contract with the City of Locust for building permitting and inspections until the retreat with Mr. Hartsell to provide additional information at that time concerning annexation issues.
