Mr. Stallworth said the YMCA's service to <br />the community and the county, together with the openness and <br />accessibility of its facilities to everyone regardless of their ability <br />to pay, is well known and demonstrated through its programs each year. <br />Finally, he briefly discussed the YMCA's mentoring program for court <br />referred youth in Cabarrus County and responded to questions regarding <br />the location of the new facility at Afton Village and YMCA membership <br />costs. <br /> <br />Acceptance of a Local Law Enforcement Block Grant and Adoption of Related <br />Budget Amendment - Public Hearing - 6:30 p.m. <br /> <br /> Captain Phillip Patterson of the Cabarrus County Sheriff's Department <br />briefly discussed plans to use this year's Local Law Enforcement Block Grant <br />to start a "Driving while Impaired" program for high school students and <br />local civic groups. He explained the program would utilize a high impact <br />video on the dangers of driving impaired, a lecture on State laws and special <br />goggles that allow students to see how it feels to walk and drive while <br />impaired. Grant funds will also be used for other programs through D.A.R.E. <br />and the School Resource Division. <br /> <br /> At 8:45 p.m., Chairman Fennel opened the public hearing concerning the <br />acceptance of a Local Law Enforcement Block Grant and asked if anyone wished <br />to speak for or against the acceptance of the grant. The <br />applicant (Centex Homes) plans to develop 290 lots (2.81 units per acre) on <br />103.149 acres. The City of Concord has agreed to provide water and sewer <br />service if and when the City lifts its water restrictions. Also, the County <br />is seeking a Community Development Block Grant to run a water line from Odell <br />School to Mecklenburg County for an interconnection to provide an emergency <br />water supply to Cabarrus County. Centex Homes and Booe-Untz Developers have <br />agreed to participate in running that water line if the County receives the <br />grant. Also, the applicant has agreed to provide turn lanes on Highway 73 as <br />required by the North Carolina Department of Transportation. According to Mr. <br />Lentz, the proposed subdivision meets all the development standards of the <br />County's Subdivision Ordinance but does not meet the adequate public facility <br />standards for school facilities.
