197 <br /> <br />Planning and Zoning Commission approved the layout and design of the Cabarrus <br />Crossing Subdivision. However, the Planning and Zoning.Commission denied the <br />Cabarrus Crossing Subdivision based on the adequate facilities section of the <br />Cabarrus County Subdivision Regulations. The developer has submitted a letter <br />agreeing to provide $500.00 per lot towards school development and $35.00 per <br />lot towards the proposed Highway 73 Corridor Study. <br /> <br /> Mr. Marshall updated the Board on the status of the Highway 73 Study. <br />Local funds have been committed; however, the State has not yet agreed to the <br />scope of the study. The Metropolitan Planning Organization is working with <br />the State in defining the scope of that study. It is hoped the study will <br />move Highway 73 up on the Transportation Improvement Plan. <br /> <br /> Mr. Kevin McNulty of Centex Homes responded to questions by Chairman <br />Fennel regarding the price of homes in the proposed subdivision. He stated <br />the homes would be single family homes and would be marketed to the family <br />buyer at an estimated price of $120,000.00 to $170,000.00. Mr. McNulty <br />further stated he is aware of the water restrictions and is working with the <br />City of Concord regarding water service to the development. <br /> <br /> There was lengthy discussion regarding the following issues associated <br />with the proposed subdivision: (1) availability of water, including the <br />current water restrictions on City of Concord residents and possible <br />alternate water sources such.as an interconnection with CMUD and private well <br />systems; (2) turn lanes off Highway 73; and (3) connectivity ratio of streets <br />within the subdivision. The Board also discussed a number of issues related <br />to school construction needs, including the growing number of approved lots <br />in the subdivision inventory, proposed school projects (Pitts School Road <br />school, renovation/replacement of Odell and Bethel Elementary Schools and the <br />elementary school site on Harris Road), the possible need to move up the <br />school construction schedule to begin construction of new schools next year <br />and the adequacy of the $500.00 per lot in funding new school construction. <br />Further, Board members commended the two-step process (consideration of the <br />technical portion of the project and consideration of adequate public <br />facilities issues) used by the Planning and Zoning Commission in considering <br />the Cabarrus Crossing Subdivision. <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Chairman Fennel with <br />Commissioners Privette and Suggs and Chairman Fennel voting for and Vice <br />Chairman Carruth and Commissioner Freeman voting against, the Board approved <br />the preliminary plat by Centex Homes for the Cabarrus Crossing Subdivision <br />[Case C01-04(S)] with the following conditions: That the developer enter <br />into a consent agreement with the County to meet the Adequate Public Facility <br />requirements of the Cabarrus County Subdivision Regulations. The developer <br />has agreed to provide $500.00 per lot towards school development and $35.00 <br />per lot toward the proposed Highway' 73 Corridor Study. (Letter dated <br />September 11, 2001 by Randol Tilghman, Land Development Manager for Centex <br />Homes - Charlotte) <br /> <br />Presentation of Annex Q (Terrorism Response O~erations) of the Cabarrus <br />County Emergency Operatinq Plan <br /> <br /> Mr. Mike Downs, Development Services Director, gave a brief overview of <br />the proposed Annex Q (Terrorism Response Operations) to the Cabarrus County <br />Emergency Operations Plan. The proposed Annex provides' overall guidelines <br />for a unified response by all agencies in the event of a terrorism act in <br />Cabarrus County. He also reviewed activities in Cabarrus County after the <br />September 11th terrorist attacks in New York and Washington. The local <br />Emergency Operations Center was activated and staff men~bers were in contact <br />with local schools, malls and municipalities throughout the day. <br /> <br /> The Board acknowledged receipt of Annex Q to the Emergency Operations <br />Plan and will consider approval at its October meeting. <br /> <br />Change in Regular Meeting.
