198 <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Vice Chairman Carruth <br />and unanimously carried, the Board appointed Elmira M. Polk as an alternate <br />member to the Region F Aging Advisory Committee for a term of one year. Ms. <br />Polk's term of appointment will end on June 30, 2002. <br /> <br />Home and Community Care Block Grant Steerinq Committee <br /> <br /> The Board received the Memorandum dated September 6, 2001 from Mr. Mike <br />Murphy, Aging Director, listing the following recommendations for appointment <br />and/or reappointment to the Home and Community Care Block Grant (HCCBG) <br />Steering Committee: Reappointment - Betty Babb, Susan Donaldson~ Estelle <br />Ferraro, Paul Gebhardt, Michael L. Murphy, Sandra Russell, Richard Suggs and <br />Robin. Swaringen; Appointment - Gall Linker, Chasity Stoker and Laurie <br />Abounader. <br /> <br /> There was discussion regarding the appointment of persons who live <br />outside Cabarrus County to County boards and committees. It was noted that <br />several of 'the recommended HCCBG appointees {Mike Murphy and Chasity Stoker <br />of the Department of Aging and Laurie Abounader from the Centralina Area <br />Agency on Aging) do not live in Cabarrus County. Board members addressed <br />such issues as the eligibility of persons who live within a local <br />municipality such as Kannapolis but are not residents of Cabarrus County and <br />the expertise of some persons who are not County residents that would be <br />beneficial to a committee. The Board by general consensus asked staff to <br />draft proposed changes to the Appointment Policy outlining residency <br />requirements with the Board having the discretion to make exceptions to the <br />Policy. <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner Freeman <br />and unanimously carried the Board approved the following reappointments/ <br />appointments to the Home and Community Care Block Grant Steering Committee <br />for terms of two years ending June 30, 2003, and delayed consideration of <br />other appointments until the next meeting at which time the Board will <br />consider revisions to the County's Appointment Policy concerning residency <br />requirements. <br /> <br />Reappointments: <br />Betty Babb (N. Senior Tarheel Legislature - Consumer) <br />Susan Donaldson (Cabarrus County Department of Aging) <br />Estelle Ferraro (Consumer) <br />Paul Gebhardt (Cabarrus County Council on Aging - Consumer) <br />Sandra Russell (Cabarrus County Department of Social Services) <br />Richard Suggs (Cabarrus County Board of Commissioners) <br />Robin Swaringen (Concord Parks and Recreation) <br /> <br />Appointment: <br />Gail Linker (Adult Day Services - Caregiver) <br /> <br />INFORMAL PUBLIC COMMENTS <br /> <br /> Chairman Fennel opened the meeting for Informal Public Comments at 9:36 <br />p.m. There was no one present to address the Board, and Chairman Fennel <br />closed that portion of the meeting. <br /> <br />COMMISSIONERS DISCUSSION <br /> <br /> Chairman Fennel addressed recent news articles regarding what Cabarrus <br />County plans to do with Reed Gold Mine. He stated to his knowledge the <br />reporters have not been in contact with any Board member about plans for Reed <br />Gold Mine. According to Chairman Fennel, the County is looking to enhance <br />Reed Gold Mine and to help the State move forward with the Master Plan that <br />has been in place for 25 years for the historic site. The following persons <br />will be invited to the retreat on October 12tn to discuss Reed Gold Mine: <br />William Powell, an expert in North Carolina history; Charles Powell, a local <br />resident and son of William Powell; and John Dysart, Manager of the Reed Gold <br />Mine State Historic Site. <br /> <br /> Vice Chairman Carruth also addressed the importance of preserving the <br />history of Cabarrus County and specifically Reed Gold Mine. He reiterated <br />the Board's desire to enhance Reed Gold Mine and said there are no plans to <br />turn the property into a golf course or sell it off in lots. <br /> <br /> <br />
