According to Ms. Kennedy's <br />Memorandum, Patterson Business Systems submitted the lowest bid for software; <br />however, a live demonstration revealed that the software did not perform to <br />the required standards. This software required operator input for every page <br />of a document to utilize the OCR (optical character recognition) and a text <br />search using OCR did not capture all documents meeting the criteria. The <br />software from One Source met all bid requirements and clearly demonstrated <br />better image quality. <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Vice Chairman Carruth <br />and unanimously carried, the Board awarded the Document Imaging and Records <br />Management bid in the total amount of $105,395.00 to One Source Document <br />Solutions, Inc., the lo~est bidder meeting all bid requirements and <br />demonstrating the better image quality as outlined in the Memorandum dated <br />October 15, 2001 from Ms. Jean Kennedy, ITS Director.
