<br /> The Board received the written request dated October 15, 2001 from Ms.
<br />Jean Kennedy, ITS Director, to award the bid for Document Imaging and Records
<br />Management to One Source Document Solutions, Inc. According to Ms. Kennedy's
<br />Memorandum, Patterson Business Systems submitted the lowest bid for software;
<br />however, a live demonstration revealed that the software did not perform to
<br />the required standards. This software required operator input for every page
<br />of a document to utilize the OCR (optical character recognition) and a text
<br />search using OCR did not capture all documents meeting the criteria. The
<br />software from One Source met all bid requirements and clearly demonstrated
<br />better image quality.

<br /> UPON MOTION of Commissioner Privette, seconded by Vice Chairman Carruth
<br />and unanimously carried, the Board awarded the Document Imaging and Records
<br />Management bid in the total amount of $105,395.00 to One Source Document
<br />Solutions, Inc., the lo~est bidder meeting all bid requirements and
<br />demonstrating the better image quality as outlined in the Memorandum dated
<br />October 15, 2001 from Ms. Jean Kennedy, ITS Director. The bid award included

<br />Intention Using Bid Awarded to Cloninger Ford by the City of Kannapolis

<br /> UPON MOTION of Commissioner Privette, seconded by Vice Chairman Carruth
<br />and unanimously carried, the Board authorized the purchase of Police
<br />Interceptor Vehicles for the Sheriff's Department through the "piggyback"
<br />intention, pursuant to North Carolina General Statute 143-129, using the
<br />original bid awarded to Cloninger Ford in August 2001 by the City of
<br />Kannapolis, North Carolina.
