234 <br /> <br /> Mr. Clifton briefly reviewed information concerning facility fee <br />revenue and funds spent by the County in recent years for maintaining the <br />Courthouse. <br /> <br /> UPON MOTION of Chairman Fennel, seconded by Commissioner Privette and <br />unanimously carried, the Board agreed to move forward with the new wiring at <br />the County Courthouse at an estimated cost of $49,000.00 and approved the <br />appropriate budget amendment allocating funds from Contingency for the <br />project. <br /> <br />Utility Bill Audit and Sales Tax Re-Allocation Audit by Utilities Reduction <br />S~ecialists~ Inc. <br /> <br /> Mr. Blair Bennett, Deputy County Manager for Administration, presented <br />the proposal for Utilities Reduction Specialists, Inc. to do a Utility Bill <br />Audit and Sales Tax Re-Allocation Audit for Cabarrus County. The company <br />will do an in depth analysis of telephone billings and review accounts <br />payable files to verify correct reporting by the vendors. The work will be <br />done on a contingency basis with the company receiving 40 percent of any <br />savings as its share. <br /> <br /> UPON MOTION of Vice Chairman Carruth, seconded by Commissioner Freeman <br />and unanimously carried, the Board authorized contracts with Utilities <br />Reduction Specialists, Inc. for the company to conduct a Utility Bill Audit <br />and Sales Tax Re-Allocation Audit for Cabarrus .County. <br /> <br />Resolution in Support of Rowan-Cabarrus Community College - Commissioner <br />Privette <br /> <br /> Commissioner Privette presented a proposed Resolution in support of <br />Rowan-Cabarrus Community College (RCCC). He discussed the funding problems <br />that have caused the.RCCC President to place a cap on student enrollments and <br />a moratorium on new program development and new construction. <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Chairman Fennel and <br />unanimously carried, the Board adopted the following Resolution. <br /> <br /> Resolution No.' 2001-34 <br /> RESOLUTION <br /> In Support Of <br /> Rowan-Cabarrus Community College <br /> <br /> WHEREAS, Rowan-Cabarrus Community College is a valuable asset to <br />Cabarrus County by providing educational opportunities to its citizens; and <br /> <br /> WHEREAS, Rowan-Cabarrus Community College contributes to the economic <br />stability of Cabarrus County by providing job training and retraining for its <br />workers; and <br /> <br /> WHEREAS, as the state's first multi-campus community college, Rowan- <br />Cabarrus Community College has been operating for years on a far leaner <br />budget than other community colleges in the state; and <br /> <br /> WHEREAS, because of the dynamics of its service region, Rowan-Cabarrus <br />Community College has grown over 35 percent in the past five years, exceeding <br />the growth of most community colleges in the state; and <br /> <br /> WHEREAS, the State budget crisis and required budget reversions have <br />caused the President of Rowan-Cabarrus Community College to call for a cap on <br />student enrollments and a moratorium on new program development and new <br />construction; and <br /> <br /> WHEREAS, this student enrollment ~cap may adversely affect the ability <br />of all our citizens to be offered the opportunity to improve their lives and <br />receive possible necessary workforce training. <br /> <br /> NOW, THEREFORE BE IT RESOLVED that the Cabarrus County Board of <br />Commissioners Urges the State of North Carolina to provide adequate multi- <br />campus funding and to reconsider budget reversions required of the state <br />community colleges so that Rowan-Cabarrus Community College may continue to <br />operate with an '!open door" policy, giving our citizens the equal opportunity <br />to benefit, not only themselves, but the well being of the entire community. <br /> <br />Adopted this 19tn day of November 2001. <br /> <br /> <br />
