240 <br /> <br />Planning and Zoning Commission's role in the adequate public facilities <br />program; (4) the process used by the School Board in developing its 15-Year <br />Facilities Plan; (5) the issue of where new schools are built and how the <br />School Board redistricts; (6) the importance of the building industry in <br />Cabarrus County; (7) adequate public facilities requirements for services <br />other than schools (i.e., sewer and roads); and (8) the importance of the <br />review process for adequate public facility requirements in determining the <br />impact of new developments. <br /> <br /> The Board took no action to change the adequate public facilities <br />program. <br /> <br />Fire Study <br /> <br /> There was no discussion regarding the Fire Study and the Board moved to <br />the next item on the work session schedule. <br /> <br />Economic Development Cor~oration~ Inc. <br /> <br /> Mr. Clifton discussed the operation of the Economic Development <br />Corporation (EDC), which is a non-profit organization but currently treated <br />as a County Department for accounting and payroll purposes. With the County <br />continuing to participate as a financial partner, Mr. Clifton proposed that <br />EDC operate as a separate non-profit corporation and assume responsibility <br />for its financial record keeping and payroll activities. <br /> <br /> After brief discussion, the Board by general consensus agreed for the <br />County Manager to work with Mr. Maurice Ewing, Presiden% of the EDC, to <br />develop a plan for EDC to transition from the County to a private reporting <br />status effective July 1, 2002. <br /> <br />County Facility Issues <br /> <br /> Mr. Clifton gave a brief update on the following construction and <br />renovation projects: First Union Bank Building; Historic Courthouse; W. W. <br />Flowe Park; Northwest Cabarrus Park; Landfill Reuse; and Downtown parking. <br /> <br /> Mr. John Day, Deputy County Manager for Operations, reviewed a draft <br />agreement between the County and the Cabarrus County Boys and Girls Club, <br />Inc. for the County to lease the Camp Spencer property and develop <br />recreational facilities on the property. The Boys and Girls Club would retain <br />the use of a portion of the property during its seven-week summer camp each <br />year. The target implementation date for the lease of Camp Spencer is July 1, <br />2002. <br /> <br /> Mr. Jim Cook, Social Services Director, briefly reviewed the need for <br />the Department of Social Services to implement satellite offices to <br />accommodate the service delivery and access needs of the County's growing <br />population. Staff members are currently looking at possible sites for future <br />satellite offices. <br /> <br />Livable Community Blueprint <br /> <br /> Mr. Day presented an overview of the Livable Community Blueprint <br />project that began in August 2000. The purpose of the project is to develop a <br />county-wide, multi-jurisdictional master plan for parks, greenways, leisure <br />and recreational facilities and bicycle and pedestrian transportation routes. <br />There have been numerous opportunities for public input during the process, <br />including an opinion survey in which a majority of persons indicated they <br />would support a property tax increase to fund public recreation. Work <br />continues on the project with a formal presentation to be made to the Board <br />during the next several months. <br /> <br />Reed Gold Mine <br /> <br /> Mr. Day reported that he 'had met. recently with the Secretary of <br />Cultural Resources, the Director of the Division of Historic Sites and other <br />State officials to discuss Reed Gold Mine. There was an agreement to move <br />forward with efforts to enhance the historical site and staff is now <br />preparing a Request for Qualifications (RFQ) to hire a landscape architect <br />firm to develop a concept of what could be done on property at Reed Gold <br />Mine. <br /> <br /> <br />
