They presented <br />slides and videos showing blockages in the area of Coddle Creek adjacent to <br />the Austin/Love property as well as blockages and bank erosion problems in <br />other streams in Cabarrus County, including areas in Carriage Downs, along <br />Cold Water Creek and areas in the City of Concord along Three Mile Branch. <br />Mr. Kinane advised there are over 300 miles of streams with a regular flow in <br />Cabarrus County. <br /> <br />Mr. Dave Canaan, Director of Mecklenburg County Storm Water Services <br />(MCSWS), presented an overview of the storm water program in Mecklenburg <br />County. The MCSWS department is responsible for all major streams throughout <br />the cities and county as well as drainage systems in all unincorporated <br />areas. Mecklenburg County has been fixing stream problems for a number of <br />years and implemented a storm water fee in 1994 to fund the flood control and <br />stream stabilization work in the county. The MCSWS Program now totals $7.2 <br />million per year and the City of Charlotte spends another $24 million per <br />year on storm water issues. Mecklenburg County also uses its storm water fees <br />to leverage funding from Federal sources. <br /> <br /> Mr. Randy Plummer with the City of Concord briefly described the City's <br />program for removing blockages in streams. If the blockage is on private <br />property, it is the property owner's responsibility. If the blockage is in a <br />right of way, the City's Public Works Department will remove the blockage. <br /> <br /> There was discussion regarding the following: existing stream blockages <br />in the county; flood plain regulations; property tax values in flood plain <br />areas; the impact of flooding on active farms; the possibility of the County <br />assisting with the removal of trees from the Austin/Love property; and the <br />need to develop a comprehensive stream management program for Cabarrus <br />County. <br /> <br /> The Board by consensus asked staff to work with Commissioner Casper to <br />develop alternative approaches for the creation of a comprehensive stream <br />management program, including different levels and alternatives as to what <br />should be done and the cost of implementing such a program in Cabarrus <br />County. Mr. Day, Mr. Kinane, Mr. Johnson and a representative from <br />Cooperative Extension will assist with this project. <br /> <br /> The Board declined to take any action at this time concerning the <br />request to assist in the removal of trees from an area of Coddle Creek <br />adjacent to the Austin/Love property. <br /> <br /> <br />
