475 <br /> <br /> RESOLVED, that the execution of the aforesaid "Articles of Association <br />and Agreement for the Centralina Workforce Development Consortium" by our <br />Chairman is ratified and adopted by this Board. <br /> <br />Resolution Askinq Leqislators Not to Support House Bill 1491 and Senate Bill <br />1184 Relative to the Animal Lovers License Plate <br /> <br /> Proposed legislation (House Bill 1491 and Senate Bill 1184) would <br />redistribute funds from the sale of the Animal Lovers Special License Plate <br />for a Spay/Neuter Program. To qualify for funding, counties and/or cities <br />would be required to levy a tax on dogs and cats. The Rutherford County Board <br />of Commissioners has requested all North Carolina counties to join with them <br />in opposing the legislation. <br /> <br /> UPON MOTION of Chairman Fennel, seconded by Commissioner Privette and <br />unanimously carried, the Board adopted the following Resolution. <br /> Resolution No. 2000-23 <br /> RESOLUTION <br /> <br /> WHEREAS, HB 1246 established the "Animal Lovers Special License Plate"; <br />and <br /> WHEREAS, the funds generated by the sale of the Animal Lovers License <br />Plate would be passed back to the county of origin, to be used by the local <br />Humane Organizations who provide low cost spay and neuter procedures; and <br /> WHEREAS, 100% of the proceeds would be used for surgical procedures; <br />and <br /> WHEREAS, in the current legislative session S 1184 and H 1491 have been <br />introduced, which if passed would divert the proceeds from the Animal Lovers <br />Plate to fund a plan which would spend 20% on an education program, 20% would <br />be spent on ADMINISTRATION, and the remaining money would only go to counties <br />or cities that have a differential license on animals and has a spay/neuter <br />clinic for iow income persons; and <br /> WHEREAS, many people who have purchased the Animal Lovers License Plate <br />have expressed dissatisfaction with the changes that are being proposed in S <br />1184 and H 1491. <br /> NOW, THEREFORE BE IT RESOLVED that the Cabarrus County Board of <br />Commissioners requests that our local representatives and the General <br />Assembly not support S 1184 and H 1491 as it relates to the Animal Lovers <br />License Plate proceeds; and <br /> BE IT FURTHER RESOLVED that the Cabarrus County Board of Commissioners <br />requests that our local representatives and the General Assembly work to <br />insure that the proceeds generated by HB 1246 are returned to the private <br />sector, so that effective work against unwanted litters can be continued. <br /> Adopted this the 19tn day of June, 2000. <br /> <br />ATTEST: <br />/s/ Frankie F.
