Mr. Marshall explained the purpose of the UDO
is to unify all land development ordinances among the jurisdictions.
However, he pointed out that the UDO would continue to be administered and
reviewed individually by each of the jurisdictions. Also, Mr. Marshall
stated the existing zoning classification for all parcels would be changed to
the most similar category under the UDO. Finally, he advised that staff
would prepare a document that specifically references Cabarrus County and
related General Statute citations. The model draft was prepared using the
City of Concord as a model.

Chairman Fennel announced those persons with questions about the
current and proposed zoning classifications for their property should contact
the Planning Services Department. Those persons owning property within the
city limits of Concord or Kannapolis should call the planning department for
the municipality in which their property is located.

Mr. Marshall responded to a number of questions by Board members
regarding recent changes to the draft UDO, the changes in zoning
classifications, the public hearing process and the process for future
amendments to the LIDO and Zoning Maps. Also, at the Board's request, he
addressed a number of items listed in an advertisement published in the local
newspapers on September 17, 2000. These included issues related to the
following: non-conforming uses; sexually oriented businesses, including
supplemental regulations, related constitutional rulings and court cases;
dwelling units on agriculturally zoned land; the process for splitting off
building lots; home businesses and the use of detached buildings; animal
units; the cutting of trees; bona fide farms; the use of cul de sacs and
connectivity requirements; conditional uses; and landscaping requirements.

At 7:38 p.m., Chairman Fennel opened the public hearing concerning the
proposed UDO and Zoning Maps. The Notice of the Public Hearing for the UDO
and Zoning maps was published in THE INDEPENDENT TRIBUNE and THE CHARLOTTE
OBSERVER (Cabarrus Neighbors) on August 27, September 3, September 10 and
September 17, 2000. In addition to those advertisements, Mr. Marshall stated
that mailings were sent on September 6, 2000 to those property owners who
live outside the circulation area for the newspapers.

Mr. John Morro, resident of 254 Central Heights Drive, Concord, asked
the Board to postpone the final vote on the UDO until after further review.
