One trust administered by Wachovia has a market value of approximately $307,000.00. The other trust account referred to as the Odell Trust amounts to approximately $1,100.00 and is administered by First Charter National Bank. These funds are to be used for the Library or the establishment of additional library branches within the boundaries of the City of Concord. UPON MOTION of Chairman Fennel, seconded by Commissioner Privette and unanimously carried, the Board authorized the liquidation and transfer of funds from the Cannon Memorial Library trust account administered by Wachovia Bank and the Odell trust account administered by First Charter National Bank back to Cabarrus County for management by the Cabarrus County Finance Department. Budget Amendment - Development Services (Communications System) UPON MOTION of Chairman Fennel, seconded by Commissioner Privette and unanimously carried, the Board adopted the following budget amendment for the purchase of telephones/two-way radios for the enforcement officers within the Development Services Department. The new system will allow the inspectors to talk with each other in the field as well as communicate with the office. Mr. Jonathan Marshall, Planning Services Director, presented the proposed amendment to the Subdivision Ordinance. The amendment will require the subdivider to show on the final plat for a subdivision the location of the 100-year flood elevation and location of the buffer strip as required by the River/Stream Overlay. At 6:45 'p.m., Chairman Fennel opened the public hearing on the proposed Subdivision Text Amendment and asked if anyone wished to speak either for or against the proposed amendment. The Public Hearing Notice was published in THE CHARLOTTE OBSERVER (Cabarrus Neighbors) on September 10 and 17, 2000. There was no one present who wished to address the Board, and Chairman Fennel closed the public hearing.
