535 <br /> <br /> Resolution No. 2000-26 <br /> RESOLUTION <br />IN SUPPORT OF COMMUNITY COLLEGE <br /> AND UNIVERSITY BONDS <br /> <br /> WHEREAS, the North Carolina General Assembly has approved Senate Bill <br />912, signed by the Governor and enacted as Session Law 2000-2, placing on the <br />ballot a proposal to issue $3.1 billion in general obligation bonds, proceeds <br />from which are to be used to improve facilities within the state's university <br />system ($2.5 billion) and community college system ($600 million); and <br /> WHEREAS, North Carolina's community colleges and universities provide <br />our citizens with the opportunities to learn the skills and educational <br />experience that improve the quality of our cultural and economic life; and <br /> WHEREAS, the facilities within these universities and community <br />colleges--including laboratories, classrooms and other training facilities-- <br />must be improved and modernized if our institutions are to retain the <br />capacity to provide the training and education our students deserve; and <br /> WHEREAS, Chapter l15D of the North Carolina General Statutes place on <br />Boards of County Commissioners responsibility for appointing community <br />college trustees and providing funds to create and maintain community college <br />facilities; and <br /> WHEREAS, proceeds from the bond issue will provide great assistance to <br />North Carolina counties in improving these community college facilities and <br />in assuring quality facilities for our citizens attending the state's <br />universities. <br /> NOW, THEREFORE BE IT RESOLVED that the 'Cabarrus County Board of <br />Commissioners strongly supports the passage of the community college and <br />university bonds on the ballot November 7. <br /> Adopted this 18tn day of September, 2000. <br /> <br />ATTEST: <br />/s/ Frankie F. Fennel, Chairman <br />Cabarrus County Board of Commissioners <br /> <br />Consideration of Legislative Goals - Chairman Fennel <br /> <br /> Chairman Fennel presented a proposed Resolution asking the General <br />Assembly to change the sales tax distribution in the State. <br /> <br /> UPON MOTION of Chairman Fennel, seconded by Commissioner Privette and <br />unanimously carried, the Board adopted the following Resolution as a <br />Legislative Goal for the 2001 session of the General Assembly. <br /> <br /> Resolution No. 2000-27 <br />A RESOLUTION REQUESTING LEGISLATION TO CHANGE THE <br /> RATIO OF SALES TAX DISTRIBUTION IN THE STATE OF <br /> NORTH CAROLINA <br /> <br />WHEREAS, the Cabarrus County Board of Commissioners is charged with the <br /> responsibility under North Carolina General Statutes with <br /> providing public school facilities; and <br />WHEREAS, Cabarrus County is experiencing growth in both citizen and school <br /> population and has a need for more new school construction; and <br />WHEREAS, the state of North Carolina is experiencing tremendous growth in <br /> revenues from all sources; and <br />WHEREAS, the good citizen~ of Cabarrus County overwhelmingly defeated an <br /> attempt to raise the sales taxes an additional 1% to 7% and the <br /> highest in North Carolina to pay for school construction needs. <br /> Thereby confirming that working families and senior citizens <br /> cannot afford more new taxes; and <br />WHEREAS, counties are responsible for providing funding for the <br /> construction of community colleges resulting in an unprecedented <br /> bond referendum to pay for that construction. <br /> THEREFORE, BE IT RESOLVED by the Cabarrus County Commissioners that the <br />Legislature be requested to enact legislation that would: <br /> Reallocate the current 6% sales taxes to a system called "Sales Tax 3-2- <br /> 1." This would be allocated as follows: <br /> <br />3% to the State for the purposes deemed appropriate by our <br /> elected legislators, <br />2% to the counties and cities on the same basis that the <br /> current 2% is allocated, <br /> <br /> <br />
