Bonds, Clerk to the Board <br /> <br /> Commissioner Barnhart proposed that a request be made for legislative <br />review of the funding formulas used by the North Carolina Department of <br />Transportation. <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Privette <br />and unanimously carried, the Board voted to ask the North Carolina <br />Association of County Commissioners to request the General Assembly to review <br />and analyze the funding allocation formula used by the North Carolina <br />Department of Transportation in establishing road construction and <br />maintenance programs as well as the legislative allocation of the highway use <br />fund and gas tax revenues. The purpose of this request is to seek a more <br />direct relationship between the distribution of road construction revenues <br />and traffic-related demand. <br /> <br /> Chairman Fennel stated the Board would consider other legislative goals <br />as they are brought forward by members of the Board. <br /> <br />APPOINTMENTS TO BOARDS AND COMMITTEES <br /> <br />Region F A~in~ Advisor}, Committee (Alternate Member) <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner <br />Carpenter and unanimously carried, the Board appointed Ms. Vernie King as the <br />alternate member to the Region F Aging Advisory Committee for a term ending <br />June 30, 2001. <br /> <br />Water & Sewer Authority of Cabarrus County (At-Large Appointment) <br /> <br /> The Board acknowledged the resignation of Mr. William F. Connolly as <br />the "at-large" member from the Board of Directors for the Water and Sewer <br />Authority of Cabarrus County (WSACC). The Articles of Incorporation state <br />that the County Commissioners make the at-large appointment "with the advice <br />of the other organizing political subdivisions." <br /> <br /> Stating WSACC has a number of major issues to address in the future, <br />Commissioner Barnhart suggested that the Board interview persons for this <br />position. There was general agreement to this proposal. <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Chairman Fennel and <br />unanimously carried, the Board deferred the appointment of the "at-large" <br />member to the Board of Directors of the Water and Sewer Authority of Cabarrus <br />County. <br /> <br />Librar~ Board of Trustees <br /> <br /> Commissioner Carpenter requested that the appointment to the Library <br />Board of Trustees be deferred until the next meeting. <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Chairman Fennel and <br />unanimously carried, the Board deferred the appointment to the Library Board <br />of Trustees to the next meeting. <br /> <br />Proposed Citizens Groups to Evaluate Options for the Future Reuse of 0dell <br />and Bethel Elementar~ Schools <br /> <br /> Commissioner Carpenter reported that Cabarrus County School Board <br />Member Grace Mynatt had requested that two School Board members be appointed <br />to the proposed committees to evaluate options for the future reuse of Odell <br />and Bethel Elementary Schools. <br /> <br /> <br />
