551 <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Chairman Fennel and <br />unanimously carried, the Board approved the preliminary plat for Cabarrus <br />Farms Subdivision, Petition C00-07(S), with the noted stipulations, <br />including the consideration of the sewer line construction as a contribution <br />towards the adequacy of public facilities. Further, a recreation area will <br />not be required within the subdivision due to the sewer line construction <br />that will serve the future school replacement site and school/park site. The <br />content of a consent agreement between the County and the developer will be <br />based on the September 29~h letter submitted by T. L. Harrell Land Development <br />Company regarding the construction of the sewer interceptor. <br /> <br />Preliminar~ Plat Approval for Central Park Subdivision [C00-08(S)] - Appea~ <br />by Developer Stephen Hawfield of the Denial by the Planning and Zoning <br />Commission <br /> <br /> Mr. Marshall presented information concerning the proposed Central Park <br />Subdivision located off Camp Julia Road in Township 5. He. stated there is an <br />issue regarding school adequacy that the developer may wish to address. The <br />County Schools Transportation Director has requested a two-year delay in <br />approving new subdivisions to allow the completion of new schools currently <br />under construction. Mr. Marshall stated approval of the subdivision should <br />include the conditions that the developer obtains water and sewer service <br />from the City of Kannapolis as well as necessary approvals for the frontage <br />that is located within the City. <br /> <br /> Mr. Richard Simmons, one of the developers for Central Park <br />Subdivision, discussed plans for the proposed subdivision. He stated the <br />developers would do whatever is necessary to support the school system. <br />Finally, Mr. Simmons confirmed an offer to contribute $500.00 per lot toward <br />school adequacy. <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Privette <br />and unanimously carried, the Board approved the preliminary plat for Central <br />Park Subdivision [C00-08(S)] by Richard Simmons and Stephen Hawfield with the <br />acceptance of the offer by the developers to contribute $500.00 per lot to <br />support the adequate facilities of the schools and including the conditions <br />that the developer obtains water and sewer service from the City of <br />Kannapolis along with the necessary approvals from the City of Kannapolis on <br />the entrance area of the subdivision that is located within the city limits. <br /> <br />APPOINTMENTS TO BOARDS AND COMMITTEES <br /> <br />Librar~ Board of Trustees <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Privette <br />and unanimously carried, the Board appointed Ms. Marjel M. Jones to the <br />Library Board of Trustees for a term of three years ending July 31, 2003. <br />Ms. Jones will fill the Mt. Pleasant area position ~reviously held by Ms. <br />Libby Morrison. <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner Barnhart <br />and unanimously carried, the Board reappointed Mr. Steve Morris (Kannapolis) <br />to the Library Board of Trustees for a term of three years ending July 31, <br />2003. <br /> <br />Nursing Home Conununity Advisory Committee <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Chairman Fennel and <br />unanimously carried, the Board reappointed Ms. Kristle Griffith to the <br />Nursing Home Community Advisory Committee for a term of three years ending <br />October 31, 2003. <br /> <br />Water & Sewer Authority of Cabarrus County (At-Large Appointment) <br /> <br /> Chairman Fennel made a motion to appoint Mr. Mike Quickel to fill the <br />at-large position on the Board of Directors for the Water and Sewer Authority <br />of Cabarrus County. Commissioner Privette seconded the motion. <br /> <br /> Commissioner Barnhart recommended that the Board seek input from the <br />municipalities regarding the appointment of Mr. Quickel. <br /> <br /> Mr. Hartsell explained that the charter establishing the Water and <br />Sewer Authority states that the County Commissioners make the at-large <br />appointment ~with the advice" of the municipalities. <br /> <br /> <br />
