551 UPON MOTION of Commissioner Barnhart, seconded by Chairman Fennel and unanimously carried, the Board approved the preliminary plat for Cabarrus Farms Subdivision, Petition C00-07(S), with the noted stipulations, including the consideration of the sewer line construction as a contribution towards the adequacy of public facilities. Further, a recreation area will not be required within the subdivision due to the sewer line construction that will serve the future school replacement site and school/park site. The content of a consent agreement between the County and the developer will be based on the September 29~h letter submitted by T. L. Harrell Land Development Company regarding the construction of the sewer interceptor. Preliminar~ Plat Approval for Central Park Subdivision [C00-08(S)] - Appea~ by Developer Stephen Hawfield of the Denial by the Planning and Zoning Commission Mr. Marshall presented information concerning the proposed Central Park Subdivision located off Camp Julia Road in Township 5. He. stated there is an issue regarding school adequacy that the developer may wish to address. The County Schools Transportation Director has requested a two-year delay in approving new subdivisions to allow the completion of new schools currently under construction. Mr. Marshall stated approval of the subdivision should include the conditions that the developer obtains water and sewer service from the City of Kannapolis as well as necessary approvals for the frontage that is located within the City. Mr. Richard Simmons, one of the developers for Central Park Subdivision, discussed plans for the proposed subdivision. He stated the developers would do whatever is necessary to support the school system. Finally, Mr. Simmons confirmed an offer to contribute $500.00 per lot toward school adequacy. UPON MOTION of Commissioner Barnhart, seconded by Commissioner Privette and unanimously carried, the Board approved the preliminary plat for Central Park Subdivision [C00-08(S)] by Richard Simmons and Stephen Hawfield with the acceptance of the offer by the developers to contribute $500.00 per lot to support the adequate facilities of the schools and including the conditions that the developer obtains water and sewer service from the City of Kannapolis along with the necessary approvals from the City of Kannapolis on the entrance area of the subdivision that is located within the city limits. APPOINTMENTS TO BOARDS AND COMMITTEES Librar~ Board of Trustees UPON MOTION of Commissioner Barnhart, seconded by Commissioner Privette and unanimously carried, the Board appointed Ms. Marjel M. Jones to the Library Board of Trustees for a term of three years ending July 31, 2003. Ms. Jones will fill the Mt. Pleasant area position ~reviously held by Ms. Libby Morrison. UPON MOTION of Commissioner Privette, seconded by Commissioner Barnhart and unanimously carried, the Board reappointed Mr. Steve Morris (Kannapolis) to the Library Board of Trustees for a term of three years ending July 31, 2003. Nursing Home Conununity Advisory Committee UPON MOTION of Commissioner Barnhart, seconded by Chairman Fennel and unanimously carried, the Board reappointed Ms. Kristle Griffith to the Nursing Home Community Advisory Committee for a term of three years ending October 31, 2003. Water & Sewer Authority of Cabarrus County (At-Large Appointment) Chairman Fennel made a motion to appoint Mr. Mike Quickel to fill the at-large position on the Board of Directors for the Water and Sewer Authority of Cabarrus County. Commissioner Privette seconded the motion. Commissioner Barnhart recommended that the Board seek input from the municipalities regarding the appointment of Mr. Quickel. Mr. Hartsell explained that the charter establishing the Water and Sewer Authority states that the County Commissioners make the at-large appointment ~with the advice" of the municipalities.
