548 <br /> <br /> Mr. Randy Wiggins, developer, reported that the State officials had <br />advised him they had found the pond to have a 'high-risk" dam. He stated the <br />pond had been resurveyed and new findings submitted to the State in an effort <br />to resolve the issue and allow the pond to remain in place. <br /> <br /> Chairman Fennel asked County staff to look into the complaints by Mr. <br />Neikirk and Mr. Borders and report back to the Board on November 20. <br /> <br />NEW BUSINESS <br /> <br />Adoption of Recommended Revisions to the Cabarrus Count~ Personnel Ordinance <br /> <br /> Mr. Don Cummings, Human Resources Director, presented a brief overview <br />of the recommended changes to the Personnel Ordinance. He stated that the <br />recommended changes were 'housekeeping" and clarification items. <br /> <br /> Commissioner Barnhart proposed a provision to expand the current <br />military compensation from ten (10) workdays per year military training leave <br />to include the time served by reservists or guardsmen who are deployed during <br />conflicts or wars. The County would pay the difference in the military pay <br />and the regular salary of the employee for the deployment period. <br /> <br /> There was discussion regarding Commissioner Barnhart's proposal, <br />including the time period for deployment, the financial responsibility on the <br />County and the fiscal constraints of such a policy. Staff will develop <br />recommendations for the November 20tn meeting concerning military reserve <br />compensation for time served during call-ups. <br /> <br /> UPON MOTION of Commissioner Casper, seconded by Chairman Fennel and <br />unanimously carried, the Board approved the recommended revisions to the <br />Personnel Ordinance as submitted by Mr. Don Cummings and adopted the revised <br />Personnel Ordinance.
