58O <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Monday, December 18, 2000, <br />at 6:30 p.m. <br /> <br />Present - Chairman: Arne L. Fennel <br /> Vice Chairman: Robert W. Carruth <br /> Commissioners: Robert M. Freeman <br /> Coy C. Privette <br /> Richard D. Suggs <br /> <br /> Also present were Mr. Frank W. Clifton, Jr., County Manager; Mr. <br />Fletcher L. Hartsell, Jr., County Attorney (portion of meeting); Mr. Michael <br />Burgner, Attorney with Hartsell, Hartsell & White; and Mrs. Frankie F. Bonds, <br />Clerk to the Board. <br /> <br /> Chairman Fennel called the meeting to order at 6:30 p.m. <br />Privette was not present for the beginning of the meeting. <br /> <br />Commissioner <br /> <br /> Boy Scout Troop 600 of the First Baptist Church of Concord conducted <br />the Flag Ceremony. Scouts Ryan Howard, Clarke Monroe and Jeremy Tritle <br />participated in the ceremony. <br /> <br /> Reverend J. Ed Hall of the Northwest Baptist Church gave the <br />invocation. <br /> <br />Approval or Correction of Minutes <br /> <br /> UPON MOTION of Vice Chairman Carruth, seconded by Commissioner Freeman <br />with Vice Chairman Carruth, Chairman Fennel and Commissioners Freeman and <br />Suggs voting for, the Board approved the minutes of Dece~ber 4, 2000, as <br />written. <br /> <br />Approval of the Agenda <br /> <br /> Chairman Fennel asked that an item concerning an extension of the due <br />diligence period for the sale of the old Harrisburg School be added to the <br />Agenda. <br /> <br /> UPON MOTION of Chairman Fennel, seconded by Vice Chairman Carruth with <br />Chairman Fennel, Vice Chairman Carruth and Commissioners Freeman and Suggs <br />voting for, the Board approved the Agenda as amended. <br /> <br /> Commissioner Privette arrived and was present for the remainder of the <br />meeting. <br /> <br />OLD BUSINESS <br /> <br />Road Name Change - Barringer Court to Hammill Court - Continuation of Public <br />Hearing - 6230 p.m. <br /> <br /> On November 20, 2000, the Board held a public hearing to consider a <br />petition requesting the renaming of Barringer Court to Hammill Court. <br />Several residents at that time spoke against the road name change. The Board <br />voted to continue the public hearing and asked staff to work with residents <br />to look at options for other road names. <br /> <br /> Mr. Jonathan Marshall, Planning Services Director, reported that none <br />of the residents who live or take access on Barringer Court attended a <br />scheduled meeting on December 14. However, a majority of persons signing the <br />original renaming petition have submitted letters requesting the removal of <br />their names from the petition. With the removal of those names, Mr. Marshall <br />stated the petition no longer has the required percentage of property owners <br />to request a road name change. He confirmed that Barringer Court is a <br />duplicate road name; however, he stated different address ranges would keep <br />the roads separate for E-911 purposes. <br /> <br /> At 6:38 p.m., Chairman Fennel re-opened the public hearing concerning <br />the renaming of Barringer Court and asked if anyone wished to address the <br />Board regarding the proposed road name change. <br /> <br /> Ms. Willene Campbell, resident of 10055 Barringer Court, asked that the <br />road name remain the same. She stated she was also speaking for other family <br />members who reside on Barringer Court. <br /> <br /> <br />
