581 <br /> <br /> There was no one else present to address the Board, and Chairman Fennel <br />closed the public hearing. <br /> <br /> UPON MOTION of Chairman Fennel, seconded by Commissioner Privette and <br />unanimously carried, the Board denied the renaming of Barringer Court to <br />Hammill Court and agreed for the road name to remain "Barringer Court." <br /> <br />Status Report on the Unified Development Ordinance - Chairman Fennel <br /> <br /> Chairman Fennel stated he had asked for a report on the Unified <br />Development Ordinance (lIDO), specifically its status in the City of <br />Kannapolis. On November 20, 2000, the Board had delayed consideration of the <br />proposed lIDO until after the local municipalities act on the proposed <br />Ordinance. Also, the Board had asked at that time for a comparison of <br />existing planning and zoning regulations with the proposed ordinance. <br /> <br /> Mr. Marshall reported that the Kannapolis City Council had adopted the <br />UDO on November 27, 2000. He stated Mr. Mike Legg, Planning Director for the <br />City of Kannapolis, was present to highlight the changes made by the City <br />Council. Further, Mr. Marshall said the comparison of the existing ordinance <br />with the UDO should be available in early January. <br /> <br /> Mr. Legg distributed the "Kannapolis UDO Summary" and highlighted the <br />major adopted changes along with other changes discussed by the Kannapolis <br />City Council. Those changes involved such issues as the Planning Board/Board <br />of Adjustment, the Agriculture (AG) District, cluster developments, <br />manufactured home parks, preparation of construction drawings by landscape <br />architects, paved driveway requirements, sign regulations, rural home <br />occupations and non-conforming uses. Finally, Mr. Legg advised that the City <br />Council had temporarily removed the adequate public facilities section <br />relative to school capacity along with the sedimentation and erosion control <br />section. <br /> <br /> Mr. Marshall and Mr. Legg responded to questions by the Board <br />concerning the UDO. They confirmed there would be differences in the <br />ordinances adopted by the various jurisdictions to reflect the different <br />communities. A summary of the key differences for the jurisdictions will be <br />prepared to assist the development community. <br /> <br /> The Board received the report from Mr. Marshall and Mr. Legg as <br />information only and took no action. <br /> <br />RECOGNITIONS AND PRESENTATIONS <br /> <br />Recognition of Carolyn Eury on Her Retirement from the Department of Social <br />Services - Jim Cook, Social Services Director <br /> <br /> Mr. James F. Cook, Jr., Social Services Director, recognized Ms. <br />Carolyn Eury who will retire on December 31, 2000 after 35~ years of service <br />with Cabarrus County. Ms. Eury began work at the Department of Social <br />Services as a Social Worker on June 23, 1965 and will retire as the Program <br />Administrator for the Children's Services Division. <br /> <br /> Ms. Eury recognized family members and co-workers who were present for <br />the meeting. She expressed appreciation to Social Services staff and stated <br />it had been a pleasure to work with Cabarrus County. <br /> <br /> On behalf of the Board, Chairman Fennel presented Ms. Eury with a <br />plaque in appreciation for her service to Cabarrus County and its citizens. <br />Board members congratulated Ms. Eury on her retirement and expressed <br />appreciation for her outstanding work with the Department of Social Services. <br /> <br />OLD BUSINESS <br /> <br />Status Report on Highway 73 Road Study Project <br /> <br /> Mr. Marshall presented a status report on the NC 73 Access Management <br />Study. He stated the recent rezoning for the Moss Creek Development off NC <br />73 at Odell School Road included a condition that the developer would <br />contribute $50,000.00 for an Access Management Study which the North Carolina <br />Department of Transportation (NCDOT) had indicated would speed up funding for <br />improvements to NC 73. The developer's contribution did not cover the total <br />cost of the study; however, each of the six communities affected by the study <br />had agreed to a $10,000.00 contribution.
