147 <br /> <br /> At 8:15 P.M, Chairman Barnhart opened the public hearing on the <br />proposed HOME Program for Fiscal Year 1999-2000 and asked if anyone <br />wished to speak for or against the proposed program. The Notice of the <br />Public Hearing was published in THE INDEPENDENT TRIBUNE on January 31, <br />1999. There was no one present to address the Board, and Chairman <br />Barnhart closed the public hearing. <br /> <br /> Mr. Marshall stated that no action was required at this time. <br />Funding for the HOME Program will be included in the FY 1999-2000 <br />Cabarrus County budget. <br /> <br />Water and Sewer Bond Packaqe - Rural Schools <br /> <br /> Mr. Clifton reported that the November 1998 water and sewer bond <br />package contained special provisions for "rural schools". The Water <br />and Sewer Authority of Cabarrus County (WSACC) has requested that the <br />County fund the preparation of the necessary applications and related <br />documents to apply for State bond funding to provide utilities to <br />several schools in the county. <br /> <br /> UPON MOTION of Commissioner Casper, seconded by Commissioner <br />Privette and unanimously carried, the Board authorized the County <br />Manager to work with the Water and Sewer Authority of Cabarrus County <br />(WSACC) in preparing necessary documents to file an application for <br />State water and sewer bonds for sewer service to Mt. Pleasant High <br />School and water and sewer service to Odell Elementary School. <br />Further, the Board authorized appropriate budget amendments to provide <br />funding for the preparation of necessary applications and related <br />documents. <br /> <br />CONSENT AGENDA <br /> <br />Approval of Contract with Potter & Co. for Audit of Fiscal Year June <br /> <br />30, 1999 <br /> <br /> Chairman Barnhart expressed concern about continuing the contract <br />with the same audit firm for a long period of time. He asked that this <br />item be voted on separately from the other Consent Agenda item. <br /> <br /> There was brief discussion regarding the advantages/disadvantages <br />of continuing with the same audit firm over an extended number of <br />years. <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner <br />Casper with Commissioners Fennel, Casper and Privette voting for and <br />Chairman Barnhart and Commissioner Carpenter voting against, the Board <br />approved the contract with Potter and Company in the amount of <br />$25,000.00 to complete the Cabarrus County audit for the fiscal year <br />ending June 30, 1999. <br /> <br />Award of Bid ($123,900.00) to Bro~n Utility Company of Concord for Dam <br />Repairs at Lake Concord and Frank Liske Park <br /> <br /> The following bids were received on February 9, 1999 for the <br />Frank Liske Park Dam/Concord Lake Dam repairs.
