Bonds, Clerk to the Board

Road Name Chanqes - Unnamed Road to Garmon-McGuire Road and Unnamed

Road to Buckeye Ranch Road - Public Hearinq - 6:30 P.M.

At 8:05 P.M., Chairman Barnhart opened the public hearing
concerning the naming of two unnamed roads to Garmon-McGuire Road
(Petition 99-01) and Buckeye Ranch Road (Petition 99-02) and asked if
anyone wished to speak either for or against the proposed road names.
Mr. Michael L. Byrd, Planner, advised in a Memorandum dated February 8,
1999 that the required signs were posted on these roads stating the
names under consideration.

Mr. Fred Ellsworth of the proposed "Buckeye-Ranch Road" opposed
the naming of the road. He questioned the need for naming roads and
cited concerns regarding the protection of the residents' privacy,
increased property taxes and the responsibility for future road
improvements.

Mr. Marshall explained that the Department seeks to name all
roads on which at least three homes are located for emergency services
purposes. He stated the naming of a road does not change its status as
a public or private road and does not mandate any improvements to the
road.

Chairman Barnhart asked Mr. Marshall to contact those persons who
petitioned for the naming of Buckeye Ranch Road. The naming of Buckeye
Ranch Road will be listed on the agenda for the March meeting.

There was no one else who wished to address the Board, and
Chairman Barnhart closed the public hearing at 8:11 P.M.

UPON MOTION of Commissioner Casper, seconded by Commissioner
Carpenter and unanimously carried, the Board approved the naming of an
Unnamed Road to Garmon-McGuire Road (Petition 99-01).

HOME Proqram for Fiscal Year 1999-2000 - Public Hearinq - 7~00 P.M.

Mr. Marshall explained the proposed HOME Program for Fiscal Year
1999-2000.
