187 <br /> <br />Criminal Justice Partnership Advisory Board <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner Casper <br />and unanimously carried, the Board reappointed County Manager Frank W. <br />Clifton, Jr., Superior Court Judge Erwin Spainhour, Chief District Court <br />Judge William G. Hamby, Jr., District Attorney Mark Speas and Mr. James D. <br />Foster (Criminal Defense Attorney) to the Criminal Justice Partnership <br />Advisory Board. Further, the Board appointed Commissioner Carpenter as its <br />representative on the advisory board. Ail appointments were for terms of <br />three years ending April 30, 2002. <br /> <br />Water and Sewer Authority Board of Directors <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner Casper <br />and unanimously carried, the Board reappointed Mr. William Connolly as the <br />at-large member to the Water and Sewer Authority Board of Directors for a <br />term of three years ending June 30, 2002. <br /> <br />NEW BUSINESS <br /> <br />Fairgrounds Co~mnittee Report - Commissioner Fennel <br /> <br /> Commissioner Fennel reported that members of the Fairgrounds Committee <br />(Commissioners Fennel and Carpenter, David Propst and Alfred Brown) are <br />looking at various sites for the relocation of the Fairgrounds. The goal is <br />to move the Fair by the Year 2000. The Committee has prioritized the <br />following possible sites: (1) Highway 601; (2) Jackson Training School <br />property; (3) County Landfill property; and (4) Frank Liske Park property. <br />Commissioner Fennel announced that the committee would meet at 3:00 p.m. on <br />April 28 to further consider these options. <br /> <br /> Chairman Barnhart reviewed the issues to be addressed by the <br />Fairgrounds Committee as identified at the March 15tn meeting. <br /> <br /> Commissioner Fennel made a motion to suspend the sale of the County <br />property on Highway 601 Bypass at this time considering the success of the <br />Fairgrounds Committee and its efforts to move forward with the relocation of <br />the Fair. After objections by Chairman Barnhart that the item was not on the <br />agenda and that the Fairgrounds Committee has not formally met, Commissioner <br />Fennel withdrew the motion. <br /> <br />Household Hazardous Waste Collection Day - John Day <br /> <br /> Mr. John Day, Deputy County Manager for Operations, <br />members of the Second Annual Household Hazardous Waste <br />scheduled for April 24 at the Cabarrus County Fairgrounds. <br /> <br />reminded Board <br />Collection Day <br /> <br />INFORMAL PUBLIC COMMENTS <br /> <br /> Chairman Barnhart opened the meeting for Informal Public Comments at <br />9:20 P.M. <br /> <br /> Ms. Marilyn Barnhardt of 5800 Wabash Lane, Concord, complained about <br />that Interstate 85 has not been widened due to the proposed construction of <br />the Westside Bypass. She also objected to the annexation of her home into <br />the City of Kannapolis. <br /> <br /> Mr. Lester Drye of 6700 Zion Church Road, Concord, expressed concern <br />about any increase in property taxes and the hardship it places on persons <br />living on a fixed income. <br /> <br /> Ms. Carol Bair spoke on the high quality of the schools being built in <br />Cabarrus County. She expressed concern that the type of school construction <br />used in Iredell County is proposed to last for a period of only 20 years. <br /> <br /> There being no one else present to address the Board, Chairman Barnhart <br />closed the public comments portion of the meeting at 9:35 p.m. <br /> <br />REPORTS <br /> <br /> The Board received the following reports as a part of the Agenda: (1) <br />Ambulance collections for the billing years of 1997 and 1998 and (2) Progress <br />report on the upset bid process for the sale of County property located on <br /> <br /> <br />
