213 UPON MOTION of Commissioner Carpenter, seconded by Commissioner Privette and unanimously carried, the Board directed staff and the County Attorney to look at a possible proposal to be presented to the Fair Board on a possible lease addressing those issues raised by Chairman Barnhart and brought back to the Board at its next meeting. The proposal is to include ~trigger dates" establishing a time frame for specific action such as purchase of property by the Fair. Commissioner Carpenter also indicated that the Fairgrounds Committee would be meeting on Wednesday and could possibly address some of the issues raised by Chairman Barnhart at that time. The motion by Commissioner Casper to amend the motion by Commissioner Carpenter to include direction to the staff to determine what would be an equitable figure at current day rates for leasing the County's 12 acres of property died for the lack of a second. Chairman Barnhart stated that the Board by consensus could ask staff to get the information requested by Commissioner Casper along with answers to the questions raised by him concerning the Fair. There was general consensus by the Board for staff to proceed with the request for information as presented by Chairman Barnhart. Mr. Wesley Seamon, Chairman of the Juvenile Crime Prevention Council, was present and responded to questions by the Board concerning several of the proposed programs. UPON MOTION of Commissioner Casper, seconded by Commissioner Privette and unanimously carried, the Board approved the Program Agreements for the following programs as recommended by the Juvenile Crime Prevention Council and authorized the Chairman to sign the Program Agreements and Funding Plan for 1999-2000 on behalf of Cabarrus County. Lorish, Ed.D., Area Director of the Piedmont Behavioral Healthcare, that the County organize a task force to address the issue of school violence. The primary focus would be on the prevention and planning for the handling of an incident such as the recent school tragedy in Colorado.
