214 <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner Fennel <br />and unanimously carried, the Board approved the concept of creating a task <br />force to address the issue of school violence with Commissioner Casper to <br />head up the task force. <br /> <br /> Commissioner Fennel presented prepared comments concerning the issue of <br />school violence and the current condition of public schools. He stated his <br />intent to organize a committee to restore Biblical instruction in the public <br />schools in Cabarrus County. He invited teachers, pastors, elected officials, <br />school board members and families to join with him in this effort. <br /> <br />Proposed Mecklenburq - Cabarrus Advisory Board <br /> <br /> Commissioner Carpenter reported that she was working with Mecklenburg <br />County Commissioner Maggie Markey on a proposal to establish a joint advisory <br />committee to address concerns such as roads, zoning, etc. in the two <br />counties. The committee would answer to both Cabarrus County and Mecklenburg <br />County Boards of Commissioners. With the Board's consensus, Commissioner <br />Carpenter stated she would present a formal proposal at the next meeting. <br />There was general consensus for Commissioner Carpenter to proceed with <br />presentation of a formal proposal. <br /> <br />APOINTMENTS TO BOARDS AND COMMITTEES <br /> <br />Nursinq Home Community Advisory Committee <br /> <br /> UPON MOTION of Commissioner Carpenter, seconded by commissioner <br />Privette and unanimously carried, the Board reappointed Ms. Edna T. Propst <br />and Mr. Timothy M. Creech to the Nursing Home Community Advisory Committee <br />for terms of three years ending May 31, 2002. <br /> <br />Adult Care Home Community Advisory Committee <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Chairman Barnhart and <br />unanimously carried, the Board appointed Ms. Melzie Hartsell to the Adult <br />Care Home Community Advisory Committee for an initial term of one year ending <br />May 31, 2000. <br /> <br />Water and Sewer Authority of Cabarrus County - Steerinq Committee to <br />Coordinate the Rewrite of the Water and Sewer Master Plan <br /> <br /> The Board received the request from the Board of Directors of the Water <br />and Sewer Authority of Cabarrus County (WSACC) for the County to appoint <br />three representatives to a Steering Committee to coordinate the rewrite of <br />the Water and Sewer Master Plan including a Water Supply Plan. <br /> <br /> UPON MOTION of Commissioner Casper, seconded by Commissioner Privette <br />and unanimously carried, the Board appointed the County Manager and Mr. <br />Jonathan Marshall, Planning Services Director, to the Steering Committee for <br />the rewrite of the Water and Sewer Master Plan. As a member of the WSACC <br />Board of Directors, Chairman Barnhart will also represent the County on this <br />Steering Committee. <br /> <br />Centralina Development Corporation Board of Directors <br /> <br /> UPON MOTION of Commissioner Casper, seconded by Commissioner Privette <br />and unanimously carried, the Board reappointed Mr. Branson Jones and <br />Commissioner Carpenter to the Centralina Development Corporation for a term <br />of one year ending June 30, 2000. <br /> <br /> The Board deferred consideration of the position currently held by Mr. <br />Eddie Durham on the Centralina Development Corporation (CDC) pending <br />information concerning criteria related to that appointment. Mr. Durham has <br />served six consecutive years on the CDC Board. <br /> <br />NEW BUSINESS <br /> <br />Presentation of Proposed Fiscal year 1999-2000 Cabarrus County Budqet and <br />Adoption of Meeting Schedule - Frank Clifton, County ManaqeF <br /> <br /> Mr. Clifton presented the proposed Fiscal Year 1999-2000 Annual Budget <br />for Cabarrus County. The proposed county general fund budget totaled <br />$108,869,689.00 with a property tax rate of 60 cents to support the proposed <br />budget. <br /> <br /> <br />
