215 <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner Casper <br />and unanimously carried, the Board approved the following meeting schedule <br />for the review and adoption of the FY 1999-2000 Cabarrus County Budget. <br /> <br />BUDGET REVIEW SESSIONS: 7:00 P.M. - May 18, May 24, May 25, May 27, <br />June 1, June 7, June 10, June 14, June 15 (if needed) and June 17 (if <br />needed) <br /> <br />PUBLIC HEARING: 6:30 P.M. - June 21 (and possible Budget Adoption) <br /> <br /> The motion by Commissioner Privette to set the tax rate at 58 cents and <br />to ask the staff to adjust the budget accordingly died for lack of a second. <br /> <br />INFORM-AL PUBLIC COMME1TTS <br /> <br />Chairman Barnhart opened the meeting for Informal Public Comments. <br /> <br /> Ms. Christine Lee, Chairperson of the Cabarrus County Board of <br />Education, read a letter from Ms. Carol Salloum of Coral View Drive, <br />Harrisburg, stating the need for a new middle school. Ms. Salloum indicated <br />in her letter that she had to leave the meeting with her two children due to <br />the lateness of the hour and complained that such lengthy meetings <br />discouraged input from the citizens. <br /> <br /> Ms. Marti Soltis, parent from the W. R. Odell Elementary School <br />District and resident of Woodchuck Drive, Kannapolis addressed a number of <br />school issues. These included the following: the family's responsibility <br />related to children and violence in the public schools; implementation of <br />school funding sources such as impact fees, additional sales tax and State <br />lottery; and the future availability of Federal funds for school <br />construction. In conclusion, she asked for a fall bond referendum to provide <br />funding for a new elementary and middle school. <br /> <br /> Ms. Karen Harper of Sunset Drive in Concord and speaking on behalf of a <br />newly formed group of representatives from each of the County's schools, <br />stated that group's desire to work with the Board to build quality schools in <br />Cabarrus County. She stated the group was circulating a petition requesting <br />the Board to call for a school bond referendum on the November ballot to fund <br />new schools. <br /> <br /> Ms. Kelly Trott of the Weddington School District and resident of Kings <br />Crossing Drive in Concord opposed the capping of schools and multi-track <br />sessions. She requested funding for the construction of a new elementary and <br />middle school. <br /> <br /> Ms. Katherine O'Reilly of the Bethel School district (Red Oaks Court, <br />Midland) asked that the Board not forget the needs of the Bethel Elementary <br />School. She commented on the age and condition of the building and urged the <br />Board not to waste time in addressing the school needs in the county. <br /> <br /> Ms. Dru Robson of Monticello Drive in Concord complained about the <br />lateness of the hour for the Informal Public Comments. She asked that the <br />Board schedule this period earlier in the meeting in order for parents to <br />address the Board. Further, Ms. Robson requested funding to construct a new <br />elementary and middle school on the west side of the county and asked that <br />the Board call for a school bond referendum. <br /> <br />Recess of Meeting <br /> <br /> There being no further business to come before the Board, Chairman <br />Barnhart recessed the meeting at 10:20 p.m. until 7:00 p.m. on Tuesday, May <br />18, 1999, in the Multi-Purpose Room at the Governmental Center. <br /> <br />Clerk to the Board <br /> <br /> <br />
